Job description
The Senior Manager - Land Use Approvals is responsible for overseeing and leading complex regulatory, permitting, and land use approval processes for a transformative giga development project in Riyadh, Saudi Arabia. The role involves evaluating land use proposals against Qiddiya City and District policies, regulations, and guidelines, as well as assessing proposed changes to the District and Precinct Masterplans. The position requires managing stakeholder relationships across internal teams, government ministries, architects, engineers, and community representatives, ensuring alignment of city-level strategies with the District Master Plan. Responsibilities include monitoring approval process progress, instructing consultants, maintaining accurate records of permits and approvals, procuring multi-disciplinary consultancy expertise, leading reporting to District Leadership, and coordinating with Risk Management to report all issues and risks. The role also demands strong knowledge of zoning laws, entitlement processes, regulatory frameworks, master planning, environmental impact assessments, and urban development processes, with a focus on large-scale entertainment and residential projects. Key responsibilities
- Evaluate land use proposals to ensure alignment with Qiddiya City and District policies, regulations, and guidelines
- Assess proposals from Asset Teams that impact District and/or Precinct Masterplans and oversee associated impact assessments
- Lead updates and refinements to the District and Precinct Master Plans with input from multi-disciplinary consultants
- Act as liaison between District Master Developer, architects, engineers, government agencies, and community stakeholders to coordinate approvals
- Monitor approval processes, resolve delays, and ensure timely completion of land use permitting
- Maintain accurate records of permits, approvals, and correspondence
- Instruct consultants to implement land and asset change requests into the Master Plan upon approval
- Procure dedicated or multi-disciplinary consultancy expertise while ensuring compliance with internal policies and processes
- Lead weekly and monthly reporting to District Leadership on all Land Planning matters
- Coordinate with Risk Management colleagues for accurate reporting of issues and risks
- Stay informed about changes in regional, national, and city-level land use regulations, policies, and strategies
- Advocate for project approvals by presenting data and justifications to regulatory bodies, internal stakeholders, boards, and senior management
Experience & skills
- Bachelor’s degree in urban planning, environmental science, land development, or a related field; Master's degree preferred
- 9–12 years of experience in land use planning, permitting, compliance, development approvals, master planning, and/or land development, including at least 5 years on large-scale projects
- Proven track record of securing permits for complex, large-scale developments or processing planning/permit applications on behalf of a municipal authority
- Private sector development experience highly desirable, particularly with entertainment-focused end uses such as theme parks, gaming, or e-sports venues
- Strong understanding of master planning processes, end-to-end land development, stakeholder management, and process management
- Familiarity with GIS tools, CAD software, and environmental impact analysis desirable
- Strong knowledge of zoning laws, entitlement processes, and regulatory frameworks within the GCC
- Experience building and leading teams desirable
- Exceptional communication, negotiation, and problem-solving abilities
