Job description
The Expert ā IT Financial Management (ITFM) at OQ is responsible for driving IT financial governance, transparency, and value-based investment decisions across the organizationās digital and technology initiatives. This senior role ensures that IT spending aligns with corporate strategy, optimizes cost efficiency, and supports long-term value realization. Acting as a trusted advisor to executive leadership, the Expert will lead benchmarking, cost optimization, and chargeback/showback initiatives, ensuring data-driven insights shape strategic IT investment decisions. The role requires strong financial acumen, strategic vision, and the ability to bridge technology and business objectives within a complex enterprise environment.

Key responsibilities
- Develop and implement ITFM strategies, frameworks, and best practices to optimize IT financial performance and transparency
- Lead annual IT budgeting, forecasting, and cost allocation processes across CAPEX and OPEX portfolios
- Design and maintain chargeback and showback models to ensure transparency in IT cost distribution across business units
- Conduct benchmarking against industry peers to measure cost competitiveness and identify optimization opportunities
- Establish KPIs and dashboards to track IT financial performance and cost efficiency metrics
- Provide insights and recommendations to senior management regarding IT spend trends, cost structures, and investment priorities
- Develop Total Cost of Ownership (TCO) and Return on Investment (ROI) analyses for strategic IT and digital transformation initiatives
- Collaborate with the PMO and CIOās office to align financial governance with project management and strategic objectives
- Ensure IT investments are assessed based on business value creation, innovation, and risk mitigation, not just cost reduction
- Advise C-level executives on ITFM maturity, emerging cost models (e.g., cloud, outsourcing), and financial governance improvements
- Foster continuous improvement in ITFM processes through automation, reporting enhancements, and advanced analytics tools
- Engage with external benchmarking bodies and TBM/Apptio councils to introduce global best practices in IT financial governance
- Support the development of a value realization framework that captures both financial and non-financial benefits of IT investments
- Promote a culture of financial accountability and business partnership within the IT organization
- Mentor internal teams and contribute to the professional development of the IDS Governance & Excellence function
Experience & skills
- Bachelorās degree in Finance, Accounting, Business Administration, or a related discipline (Masterās preferred)
- 8ā10 years of progressive experience in IT Financial Management, cost optimization, or technology investment analysis
- Strong understanding of IT budgeting, financial modeling, chargeback/showback frameworks, and cost transparency methodologies
- Experience in the Oil & Gas, Energy, or large-scale industrial sector preferred
- Proven ability to advise and influence C-level executives on IT financial strategies and governance
- Hands-on experience with ITFM platforms such as Apptio, SAP, or equivalent financial management tools
- Expertise in benchmarking, forecasting, and financial data analysis for IT investments
- Excellent leadership, communication, and stakeholder engagement skills
- Ability to balance cost efficiency with value realization and business innovation
- Fluency in English required; Arabic desirable
