Job description
NEOMās TROJENA sector is hiring a Senior Development Manager ā Sitewide Systems Infrastructure to oversee the development and implementation of large-scale real estate and infrastructure projects. The role demands end-to-end management of design and delivery, stakeholder coordination, feasibility assessments, and project execution aligned with NEOMās sustainability and innovation-driven values. The successful candidate will be a strategic leader capable of aligning cross-functional teams and ensuring compliance with NEOMās project and development governance.

Key responsibilities
- Oversee the planning, coordination, and execution of sitewide infrastructure development projects
- Liaise with stakeholders, internal teams, and external consultants to drive outcomes
- Develop and maintain stakeholder engagement plans
- Lead multidisciplinary teams through design, procurement, and delivery
- Manage budgets, risks, timelines, and reporting for large infrastructure initiatives
- Review and guide project documentation, including development briefs and feasibility studies
- Ensure adherence to NEOMās procedures, policies, and sustainability targets
- Support senior leadership in strategic decision-making and performance reporting
- Provide mentorship to team members and contribute to a collaborative project culture
- Align project delivery with authority requirements and real estate development best practices
Experience & skills
- 10+ years of experience in project or development management within real estate or infrastructure sectors
- Proven experience delivering large, complex, multi-asset developments (GDV $1Bn+)
- Strong stakeholder management and communication skills
- Ability to prepare, assess, and write development briefs
- Excellent understanding of design, architecture, feasibility studies, and investment analysis
- Hands-on experience with construction planning, contract administration, and consultant coordination
- Familiarity with regulatory and authority approval processes
- Ability to lead cross-functional teams and drive performance under tight deadlines
- Professional certifications such as PMP, CIOB, MICE, PE, or equivalent preferred
- Bachelorās degree in Real Estate, Civil Engineering, Architecture, or related discipline
