Job description
The Director – Dry Utilities will lead and manage all aspects of dry utilities across Red Sea Utility Company (RSUC) projects, focusing on the design, delivery, and commissioning of generation, transmission, and distribution power systems, with an emphasis on renewable energy integration. The role also oversees district cooling plants and associated infrastructure. This senior leadership role involves managing specifications, tendering, budgeting, and compliance while ensuring timely and cost-effective project delivery. The Director will provide technical leadership, risk management, and stakeholder coordination across design, construction, and commissioning phases, while driving sustainability, innovation, and operational excellence in line with Red Sea Global’s strategic vision.

Key responsibilities
- Develop and implement dry utilities strategies, roadmaps, and business plans aligned with RSG’s mission.
- Lead technical teams in the design, construction, testing, and commissioning of dry utilities infrastructure.
- Supervise preparation of technical specifications, tender documents, and scope definitions for consultants, contractors, and PPP projects.
- Evaluate and select consultants, contractors, and project consortia for dry utility projects.
- Manage engineering design, delivery schedules, and cost planning for generation, transmission, distribution, and district cooling systems.
- Ensure regulatory compliance and permit acquisition for all dry utility projects.
- Oversee commissioning, testing, and acceptance of major dry utility systems including power networks and cooling plants.
- Direct risk management strategies and mitigation measures to avoid delays and cost overruns.
- Provide technical guidance to other RSUC functions including operations, commercial services, and metering.
- Develop and monitor budgets, ensuring cost efficiency and timely project delivery.
- Lead and mentor a high-performing technical services team, fostering engagement and professional development.
- Develop functional policies, processes, and SOPs to ensure consistent and controlled execution of projects.
- Ensure adherence to safety, quality, and environmental management standards in all dry utility projects.
- Promote continuous improvement, innovation, and adoption of smart and sustainable dry utilities infrastructure.
Experience & skills
- Bachelor’s or Master’s degree in Electrical, Mechanical, Civil, Chemical, Industrial Engineering, or related field.
- 15–20 years of relevant experience with at least 5 years in a senior managerial role in large-scale sustainable infrastructure projects.
- Proven expertise in generation, transmission, distribution, and district cooling systems.
- Experience managing BOOT, PPP, and Design & Build projects.
- Strong knowledge of KSA and GCC utilities sector, including regulatory frameworks.
- Experience with smart and sustainable dry utilities infrastructure is preferred.
- Excellent leadership, stakeholder management, and cross-functional coordination skills.
- Ability to oversee large budgets, complex schedules, and multi-disciplinary project teams.
- Strong understanding of risk management, cost control, and compliance standards.
