Portfolio Risk Manager role for Qiddiya, a 360 km² mega-project outside Riyadh positioned as Saudi Arabiaās future capital of entertainment, sports, and culture, delivering transport and infrastructure assets aligned with strategic objectives and national priorities such as Saudi Vision 2030. The role oversees risk across a portfolio of complex, high-value transport and infrastructure projects, linking project-level risk management with executive decision-making to enable informed prioritization, resource allocation, and investment planning, while strengthening portfolio resilience, performance, and long-term value. Aggregates and analyses risk data across the portfolio and advises the Senior Leadership Team on emerging threats and opportunities; fosters proactive, collaborative risk management culture across Projects and ensures consistency in risk practices for risk aggregation to portfolio level. Manages the Portfolio & Strategic Risk Register, maintaining and updating risks in ARM through facilitated risk workshops with full participation (especially Risk Owners and Treatment Owners). Reviews Project Risk Registers to identify candidate risks for portfolio escalation; receives candidate risks from Project Teams and recommends accept/reject/elevate to Associate Director of Risk. Coordinates internal stakeholder engagement across multiple TBU projects to align communications and project development/delivery schedules, working with Project Controls Lead to identify conflicts and streamline stakeholder interactions. Centralizes and monitors regulatory engagement needs, tracks regulatory risks, and ensures projects identify and manage regulatory risks for consistent compliance. Coordinates TBU strategy across multiple projects ensuring alignment with overall portfolio strategy and supports regular reviews and adjustments to strategic plans for consistency and accuracy. Coordinates TBU teams for market engagement, addresses constraints, and develops contingency plans for market risks. Monitors TBU governance and approval processes to reduce delays, improve efficiency, ensure consistent procedures, reduce variability, and enhance control. Provides oversight of projectsā management and planning of design challenges, environmental compliance, and operations planning, identifying portfolio-level risks and ensuring escalation to be managed at appropriate levels. Reports on portfolio risks and aggregates all project risks to identify emerging portfolio risks. Leads portfolio issue management with authorized decision makers to ensure timely resolution and maintains documentation and records. Supports adoption and integration of digital risk management platforms and tools such as BIM-integrated risk registers and AI-driven analytics to enhance real-time risk visibility, predictive analysis, and decision-making across all project phases. Provides training and guidance to analysts and mentors junior team members in risk processes, tools, and analysis techniques to build capability. Qualifications include bachelorās degree in Civil Engineering, Project Management, Risk Management, or Construction Management; masterās degree preferred in Risk Management, Infrastructure Project Management, or Engineering Management; certifications including PMI-RMP, IRM qualifications, ISO 31000 Risk Management certification; beneficial certifications PMP and PRINCE2 Practitioner. Experience includes 10+ years risk management with at least 5 years in a senior/strategic role and 3+ years managing risk at a portfolio or enterprise level, with proven experience managing risk across multiple concurrent projects/programs, working with executive leadership and governance boards, aligning risk with strategic objectives and investment decisions, and leading risk maturity assessments and capability development; tools experience includes ARM and other risk tools (Primavera Risk Analysis, SAFRAN, @Risk, RiskHive).

Experience & skills
- Hold a bachelorās degree in Civil Engineering, Project Management, Risk Management, Construction Management, or a relevant field
- Hold a masterās degree (preferred) in Risk Management, Infrastructure Project Management, or Engineering Management
- Maintain professional certifications such as PMI-RMP (Risk Management Professional), IRM (Institute of Risk Management) qualifications, and ISO 31000 Risk Management certification
- Have beneficial certifications such as PMP (Project Management Professional) and PRINCE2 Practitioner
- Bring 10+ years of experience in risk management with at least 5 years in a senior or strategic role
- Bring 3+ years managing risk at a portfolio or enterprise level
- Demonstrate proven experience managing risk across multiple concurrent projects or programs and working with executive leadership and governance boards
- Show capability aligning risk with strategic objectives and investment decisions and leading risk maturity assessments and capability development
- Have experience using ARM and other risk tools including Primavera Risk Analysis, SAFRAN, @Risk, and RiskHive
