Job description
The Development Manager - Distributed Ledger Technology (DLT) at Standard Chartered in Dubai will lead enterprise blockchain development within the bank’s DLT Center of Excellence. The role involves designing, architecting, and deploying blockchain protocols, smart contracts, and digital asset tokenization projects with a strong focus on financial services. The manager will oversee the full SDLC for blockchain solutions, ensuring compliance with global banking regulations and alignment with Standard Chartered’s Global Payment Transparency Process. Responsibilities include technical leadership, governance, DevOps best practices, troubleshooting, and optimizing DLT systems for security, scalability, and performance. The candidate will collaborate with compliance, security, and product teams while staying at the forefront of emerging technologies such as zero-knowledge proofs and P2P networks. The ideal candidate has hands-on experience with permissioned and public blockchains (Quorum, Hyperledger, Corda, Ethereum), programming expertise in Solidity, Python, and Golang, and deep knowledge of cryptography and consensus mechanisms. The role requires strong leadership, problem-solving, and mentoring capabilities in a regulated, fast-paced fintech environment.

Key responsibilities
- Architect and maintain blockchain protocols, smart contracts, and consensus mechanisms
- Ensure blockchain solutions meet security, scalability, and regulatory compliance standards
- Troubleshoot and optimize DLT systems for performance and reliability
- Oversee the SDLC for blockchain projects from coding to deployment
- Implement DevOps best practices including Docker, Kubernetes, and CI/CD pipelines
- Ensure compliance with Standard Chartered’s Global Payment Transparency Process and global payment regulations
- Collaborate with security, compliance, and product teams for enterprise integration
- Research and pilot emerging blockchain technologies such as zero-knowledge proofs and P2P networks
- Mentor teams, foster continuous learning, and provide technical leadership
Experience & skills
- Hands-on experience with permissioned blockchains (Quorum, Hyperledger Besu/Fabric, Corda) and public blockchains (Ethereum)
- Proficiency in Solidity, Python, Golang, microservices, and RESTful APIs
- Experience with AWS, Azure, and infrastructure automation tools (Terraform, Helm)
- Strong knowledge of cryptography, PKI, digital signatures, and consensus algorithms
- Background in fintech or banking with experience in RWA tokenization, cross-border payments, or decentralized identity
- Proven leadership in agile, regulated environments with team mentoring experience
- Ability to translate technical concepts into business language
- Strong problem-solving skills in complex, fast-paced projects
