Job description
Responsible for leading fiber-optic submarine cable construction projects for Googleās Global Submarine Networks team in Dubai. The Technical Program Manager (TPM) owns the end-to-end execution of submarine cable projects, coordinating between vendors, partners, and internal teams to ensure delivery on quality, schedule, and budget objectives. The TPM validates critical engineering decisions related to cable routing, protection, marine installation methods, and landing point infrastructure, develops permitting strategies, monitors project risks, and ensures alignment between technical teams and executive management. This role requires deep technical expertise in subsea engineering, marine operations, optical DWDM transmission, outside plant, and telecommunications industry best practices.
Required skills
Key responsibilities
- Lead cross-functional teams, including internal engineers, TPMs, strategic negotiators, product managers, and external vendors for subsea cable projects
- Manage procurement from vendor selection, agreement negotiation, variations management, to final system handover
- Validate engineering decisions related to cable routing, protection, marine installation methods, and landing infrastructure
- Develop permit acquisition strategies, monitor regulatory risks, and implement mitigation plans
- Coordinate Cable Landing Station (CLS) readiness, fronthaul/backhaul, and beach infrastructure for seamless installation
- Provide high-level reporting to executives on project status, risks, and outcomes
- Ensure all project deliverables meet quality, schedule, and budget requirements
- Implement best practices for marine installation, manufacturing, optical transport, and outside plant construction
- Drive knowledge sharing and decision-making alignment between technical teams and stakeholders
- Apply data-driven problem-solving techniques to analyze and resolve complex technical and operational challenges
Experience & skills
- Minimum 2 years of experience in program/project management or cross-functional project leadership
- Bachelorās degree in Subsea Engineering, Marine/Ocean Engineering, Oceanography/Hydrography, Electrical, Mechanical, Civil, or Communications Engineering, or equivalent practical experience
- Experience in submarine cable project deployment, including optical DWDM, manufacturing QA, marine installation, and telecommunications infrastructure
- Strong organizational, multitasking, and prioritization skills with attention to detail
- Excellent communication skills and ability to interact with executives and technical teams
- Proven ability to manage cross-functional teams and coordinate with multiple stakeholders
- Data-driven problem-solving approach to technical and operational challenges
- Understanding of regulatory permitting and environmental compliance in subsea projects
- Experience with outside plant construction and co-location agreements
- Ability to manage multiple complex projects simultaneously while meeting quality, schedule, and budget objectives
