Job description
The Director - Dry Utilities is responsible for leading and managing all aspects of dry utilities at The Red Sea Utility Company (RSUC) within Red Sea Global projects. This includes design, delivery, and commissioning of generation, transmission, and distribution power systems and networks, with emphasis on renewable energy integration. The role also oversees district cooling plants and cooling networks infrastructure, ensuring compliance with regulatory standards, cost efficiency, and sustainability goals. The Director will manage contractors, consultants, PPP arrangements, and internal teams to ensure projects are delivered on time, within budget, and at the highest quality standards, while fostering innovation and continuous improvement in dry utilities operations.

Key responsibilities
- Contribute to annual business planning and implement strategic agendas for dry utilities
- Develop strategies and roadmaps for generation, transmission, distribution, and cooling infrastructure
- Provide technical leadership to teams handling design, construction, testing, and commissioning
- Prepare employer requirements, tender documents, and manage bidding processes
- Evaluate technical bids and select consultants, contractors, and PPP consortia
- Manage engineering design and delivery of dry utilities and district cooling networks
- Develop delivery schedules for design, construction, testing, and commissioning phases
- Ensure required permits are secured before tendering and construction works
- Monitor project progress for compliance with contract requirements and technical specifications
- Oversee commissioning, 3rd-party testing, trial runs, performance and reliability tests
- Ensure all design reports, manuals, and O&M plans are obtained from contractors and consultants
- Support other TRSUC functions with dry utilities expertise
- Control costs, schedules, and quality of dry utility projects against tender documents
- Develop functional budgets and monitor financial performance
- Lead, mentor, and develop dry utilities project teams to meet organizational goals
- Ensure adherence to HSE policies, safety standards, and environmental regulations
- Identify risks related to dry utilities projects and develop mitigation strategies
- Contribute to continuous improvement initiatives, adopting best practices and cost reduction measures
Experience & skills
- Bachelorās or Masterās degree in engineering (electrical, mechanical, civil, chemical, industrial, or related field)
- 15ā20 years of relevant experience with at least 5 years in a managerial position
- Experience delivering large sustainable infrastructure and dry utilities projects
- Experience in KSA and GCC countries preferred
- Knowledge of smart sustainable dry utilities infrastructure (preferred)
- Expertise in renewable energy systems and district cooling
- Proven track record in design, delivery, and commissioning of utility systems
- Strong understanding of BOOT and PPP project models
- Capability in regulatory compliance, risk management, and budgetary oversight
- Demonstrated leadership in managing multidisciplinary teams and large-scale projects
