Assistant Manager – Public Sector | Governance, Risk & Compliance (GRC) role in Abu Dhabi, delivering GRC and internal audit engagements for public sector and government-related entities with responsibilities spanning client delivery, governance and risk advisory, regulatory compliance, team leadership, and business development support. Leads and delivers GRC including internal audit engagements; manages day-to-day project execution including planning, fieldwork, quality reviews, and reporting; serves as key point of contact for clients to ensure timely delivery and high-quality outputs; prepares and reviews project deliverables, reports, presentations, and executive summaries. Designs and assesses governance frameworks, policies, and operating models aligned with leading practices; supports enterprise risk management (ERM) initiatives including risk assessments, risk registers, and risk appetite frameworks; conducts internal control reviews and supports internal audit-related advisory engagements; assists with compliance assessments against local regulations, government mandates, and international standards including ADAA, IIA, and COSO. Supports public sector transformation initiatives related to governance maturity, accountability, and transparency; interprets and applies UAE/GCC government regulations, laws, and compliance requirements; assists in developing frameworks related to ethics, compliance, delegation of authority, and performance monitoring. Supervises and coaches associates and senior associates on project execution and professional development; reviews junior work for accuracy and quality; supports resource planning and workload management across engagements. Supports proposal development by drafting methodologies, work plans, and pricing inputs; contributes to thought leadership, knowledge sharing, and internal capability development; assists senior leadership in identifying opportunities within public sector accounts. Qualifications include bachelor’s degree in Accounting, Finance, Business Administration, Risk Management or related field with master’s (MBA or equivalent) advantage; preferred certifications CIA, CISA, CRISC, CGEIT, CPA, ACCA or equivalent; ISO certifications such as ISO 31000, ISO 22301, ISO 27001 advantage; 6–8 years relevant experience in GRC, risk advisory, internal audit or consulting; public sector/government experience strongly preferred; professional services/Big-4/advisory experience highly desirable; proficiency in Microsoft Office (Excel, PowerPoint, Word); English fluent and Arabic strongly preferred for public sector client interactions.

Experience & skills
- Hold a bachelor’s degree in Accounting, Finance, Business Administration, Risk Management, or a related field with a master’s degree (MBA or equivalent) as an advantage
- Have 6–8 years of relevant experience in GRC, risk advisory, internal audit, or consulting with prior public sector or government entity experience strongly preferred
- Have experience in a professional services, Big-4, or advisory environment as highly desirable
- Hold preferred professional certifications such as CIA, CISA, CRISC, CGEIT, CPA, ACCA, or equivalent with ISO certifications such as ISO 31000, ISO 22301, and ISO 27001 as an advantage
- Be able to lead and deliver GRC and internal audit engagements including planning, fieldwork, quality reviews, reporting, and production of executive summaries and client-ready deliverables
- Be able to design and assess governance frameworks, policies, operating models and support ERM including risk assessments, risk registers, and risk appetite frameworks and internal control reviews
- Be able to conduct compliance assessments against local regulations, government mandates, and international standards including ADAA, IIA, and COSO and interpret UAE/GCC government regulations and laws
- Be able to supervise and coach junior team members, manage resources and workloads, and support proposal development including methodologies, work plans, and pricing inputs
- Be proficient in Microsoft Office including Excel, PowerPoint, and Word
- Be fluent in English written and spoken with Arabic strongly preferred for public sector client interactions
