Job description
The Expert Contract Engineer at OQ SAOC in Oman provides advanced engineering and technical expertise in the full contract lifecycle for a variety of contract types—Projects, EPC, FEED, Consultancy, Technical, Operational, and Maintenance Contracts. This role helps coordinate complex contract formation, award, and administration processes, ensuring legal compliance, cost control, and optimization. Responsibilities include developing tender specifications, advising on pre- and post-award strategies, managing claims and dispute resolution, and administering contract closeout processes. The role serves as focal point for contractual correspondence, coach for contract engineers, and ensures HSE and government legal compliance. This position supports continuous improvement in procurement and contract processes while collaborating with internal and external stakeholders including Tender Committees, legal, end-user departments, and regulatory bodies.

Key responsibilities
- Draft complex contractual and commercial terms to protect company interests
- Lead development of tender specifications for Projects, EPC, FEED, and consultancy contracts
- Assist in developing pre-award and post-award contract strategies and tactics
- Analyze contract requests and determine procurement methods
- Manage full contract cycle from pre-award to closeout including tender‑board approvals
- Support contract management activities including change orders, insurance, claims mitigation, and closeout
- Advise contract engineers and transfer knowledge on drafting technical and commercial contracts
- Provide insights for technical evaluations and support vendor negotiations
- Support tendering and contract management per policy and ethics
- Manage contract disputes and escalate with legal when necessary
- Maintain regional supplier relationships for cost-effective agreements
- Monitor market trends and advise on supply options
- Track contract information and tender details
- Promote continuous learning and development in contract procedures
- Ensure HSE compliance in all contracts
- Develop and improve departmental policies, procedures, systems, and controls
- Draft and review contractual correspondence to ensure accurate responses
- Identify procurement process improvements and participate in relevant workshops
- Serve as focal point for claims related to OQ SAOC contracts
Experience & skills
- Bachelor’s degree in Supply Chain, Engineering, Production Operations Management, Business Administration, or equivalent
- Minimum 8 years of experience in contract management in oil & gas, energy industry
- Deep understanding of tender law, procedures, and contract cycle for various contract types
- Strong experience drafting, negotiating, finalizing, and monitoring contracts with vendors and contractors
- Experience with technical studies, consultancy, engineering, EPC, QA/QC
- Proficient with ERP/SAP systems and MS Office (Excel, Word, PowerPoint)
- Experience managing OPEX, CAPEX and/or Revenue budgets
- Demonstrated claims management and dispute resolution experience
- Skilled in supplier relationship management and commercial optimization
- Excellent written and verbal English communication skills
- Strong analytical, strategic thinking and report writing capabilities
- Ability to work independently, organize tasks, and lead continuous improvement
- HSE awareness and compliance understanding
- CIPS certification, Master’s/MBA or related certifications preferred
