Job description
The Senior Manager – Regulatory and Policy (CDU3) within the City Transport Business Unit (TBU) at Qiddiya plays a central role in advancing the transport regulatory agenda of Saudi Arabia’s flagship entertainment, sports, and culture megaproject. The position focuses on ensuring that Qiddiya’s transport initiatives comply with national regulatory frameworks, secure required approvals, and align with broader governmental and sectoral policies. The incumbent acts as a liaison between Qiddiya and external government bodies, leading regulatory submissions, policy impact assessments, and coordination of inter-agency engagements. This role requires deep expertise in transport regulation, policy interpretation, and stakeholder management to ensure the timely progression of complex infrastructure projects. The Senior Manager will also provide regulatory guidance to internal teams and ensure all transport-related activities adhere to established governance protocols.

Key responsibilities
- Support the Associate Director in managing regulatory approvals, permits, and compliance processes for transport projects within Qiddiya.
- Develop and coordinate the preparation of regulatory submissions, position papers, and formal responses to government inquiries.
- Monitor, analyze, and report on regulatory developments and policy changes impacting Qiddiya’s transport operations and projects.
- Build and maintain strong working relationships with external regulators, ministries, and government agencies to ensure alignment and timely resolution of regulatory matters.
- Advise internal project teams on compliance requirements, approval timelines, and regulatory risks related to transport infrastructure delivery.
- Coordinate inter-governmental and inter-departmental communication to streamline policy implementation and compliance workflows.
- Conduct policy impact assessments to evaluate implications of proposed legislative or regulatory changes on the transport business unit.
- Ensure Qiddiya’s transport activities align with national transport strategies, sustainability mandates, and local governance standards.
- Represent the TBU in regulatory discussions, committee meetings, and public sector consultations as required.
- Maintain comprehensive documentation and audit-ready records of all regulatory interactions and submissions.
- Provide regular reports to leadership on regulatory progress, key risks, and mitigation measures.
- Support the development of long-term regulatory strategy and policy positioning to strengthen Qiddiya’s standing within the national transport ecosystem.
Experience & skills
- Bachelor’s degree in Public Policy, Law, Political Science, Transport Planning, or related discipline.
- Minimum 8 years of experience in regulatory affairs, permitting, or policy advisory, preferably within the transport, infrastructure, or government sectors.
- Strong understanding of Saudi Arabian regulatory frameworks, particularly those governing transport and infrastructure projects.
- Experience working with government authorities, ministries, and policy institutions in a compliance or advisory capacity.
- Proven ability to manage complex regulatory submissions and inter-agency coordination processes.
- Excellent written and verbal communication skills, including experience drafting policy documents, position papers, and reports for executive audiences.
- Strong analytical and problem-solving capabilities, with attention to regulatory timelines and impact analysis.
- Demonstrated stakeholder management skills with the ability to influence and build trust across multiple levels of government and business.
- Knowledge of governance protocols, approval pathways, and public-sector regulatory processes.
- High level of organizational and planning ability, capable of balancing competing priorities in a fast-paced, high-impact environment.
- Familiarity with transport planning, infrastructure delivery, or mobility projects is preferred.
