Job description
The Construction Manager (Civil, High-Rise Building Projects) is responsible for overseeing and optimizing all on-site construction operations in Dubai, United Arab Emirates, within the construction and civil engineering industry. The role involves managing construction manpower planning, equipment allocation, and material allocation to meet project budgets, timelines, productivity targets, and quality standards. The position requires full supervision of construction activities, including monitoring attendance, productivity, and safety of both staff and non-staff on site, ensuring compliance with company standards and policies. The Construction Manager collaborates with the Project Manager in preparing project scheduling, manpower scheduling, material log management, and drawing log management, coordinating with Planning and Cost Control units for initial and ongoing project planning. Responsibilities include issuing material requisition forms using the product catalogue, coordinating procurement and delivery with suppliers, and managing inflow and outflow of site store materials. The role ensures adherence to QA/QC standards by verifying material quality and installation compliance with defined acceptance criteria, reviewing and commenting on methods statements, and ensuring execution aligns with project specifications, contracts, and schedules. The position requires strong site supervision, subcontractor management, and coordination with consultants, ensuring all subcontractor works comply with job specifications, timelines, and contractual obligations. The Construction Manager monitors productivity rate analysis and reports progress through daily site progress reports to Projects Control, while leading daily site meetings and site coordination sessions to plan and organize work activities. The role includes managing site logistics, ensuring efficient execution of works, and coordinating safety management with site engineers and safety officers. The position also involves managing consultant and authority approvals, introducing new construction methods, equipment, and machinery to enhance efficiency, and promoting a culture of logistics planning and productivity measurement. The role demands experience in high-rise construction projects, proficiency in cost control, and familiarity with PMP certification standards, as well as strong application of QA/QC, safety training, and English language communication within a construction site environment.

Key responsibilities
- Optimize construction manpower planning, equipment allocation, and material allocation across the site by analyzing project requirements, coordinating with Planning and Cost Control units, and ensuring that all resources are efficiently distributed to meet budget constraints, productivity targets, and construction timelines for high-rise building projects.
- Supervise the complete construction lifecycle of assigned projects by managing site supervision activities, monitoring attendance and productivity of staff and non-staff, enforcing safety management protocols, and ensuring that all construction works are delivered within defined time, cost, and quality standards in compliance with company policies.
- Prepare, review, and continuously update project scheduling, manpower scheduling, material log management, and drawing log management by coordinating with Project Managers and relevant departments, ensuring that all planning documentation reflects real-time project progress and supports execution efficiency.
- Issue and manage material requisition forms using the product catalogue, coordinate procurement and delivery with suppliers, and oversee inflow and outflow of site store materials to ensure availability of resources and prevent delays or shortages impacting construction activities.
- Ensure strict adherence to QA/QC standards by verifying the quality of materials, monitoring installation works against acceptance criteria, reviewing and commenting on methods statements, and ensuring all construction activities comply with project specifications, contractual obligations, and regulatory requirements.
- Manage and monitor subcontractor management activities by ensuring all subcontractor works align with job specifications, timelines, and contract requirements, while maintaining effective coordination and communication with consultants and subcontractors on all site-related matters.
- Analyze distributed system workflows of construction processes by monitoring productivity rate analysis, identifying inefficiencies, compiling reports for Planning and Cost Control units, and ensuring timely submission of daily site progress reports to Projects Control for performance tracking.
- Lead site logistics management and site coordination activities by conducting daily meetings with site staff, organizing work scope, coordinating safety management with site engineers and safety officers, securing consultant and authority approvals, and introducing new construction methods, equipment, and machinery to enhance productivity and efficiency.
Experience & skills
- Hold a Bachelor’s Degree in Civil Engineering with a minimum of 10 to 15 years of experience in the civil construction industry, specifically demonstrating extensive exposure to high-rise construction projects and large-scale site operations.
- Demonstrate advanced expertise in construction manpower planning, project scheduling, cost control, and resource allocation, with the ability to coordinate effectively with Planning and Cost Control units to support project execution and delivery objectives.
- Possess strong working knowledge of QA/QC standards, methods statements, and acceptance criteria, with the ability to ensure compliance in material quality, installation processes, and overall construction execution aligned with project specifications and contracts.
- Exhibit proficiency in subcontractor management, site supervision, and site logistics management, ensuring that all subcontracted works meet job specifications, timelines, and contractual obligations while maintaining efficient coordination with consultants.
- Apply technical expertise in material requisition processes using product catalogue, material log management, and drawing log management, ensuring proper documentation, traceability, and availability of construction resources throughout the project lifecycle.
- Demonstrate capability in productivity rate analysis, performance monitoring, and reporting, including the preparation and submission of daily site progress reports to Projects Control and coordination with relevant teams for continuous improvement.
- Hold PMP certification or equivalent and demonstrate knowledge of safety management, safety training, and compliance with construction safety standards, ensuring a safe working environment in coordination with site engineers and safety officers.
- Possess strong English language communication skills and technical coordination ability to manage consultant and authority approvals, facilitate site meetings, and support the introduction of new construction methods, equipment, and machinery to improve project efficiency.
