Job description
KBR’s Technology Led Industrial Solutions (TLIS) group is seeking a Project Specialist for its Dubai office to support the successful planning, execution, and delivery of maintenance projects within the Oil & Gas sector. The role involves coordinating technical activities, managing contractors, suppliers, and consultants, and ensuring compliance with client standards, project requirements, and local regulations. Responsibilities include assisting in project estimation, planning, scheduling, and bid preparation through review of RFPs and specifications; supporting project mobilization; monitoring contractor performance; and ensuring alignment with project schedules, quality standards, and budgets. The specialist will contribute to project execution plans, technical submittals, method statements, RFIs, and progress reports, while assisting in resolving site and management issues. Additional tasks include supporting cost monitoring, earned value evaluation, change order assessments, technical bid evaluations, and client reporting. The role also requires leading and documenting project meetings, ensuring effective communication with stakeholders, and maintaining project dashboards in coordination with project controls teams. Candidates must hold a Bachelor of Engineering degree, with at least 12 years of techno-commercial experience and a proven track record in managing large Oil & Gas projects or equipment manufacturer projects. Strong problem-solving, communication, presentation, and influencing skills are essential, along with the ability to thrive in a multicultural environment in the Middle East.

Key responsibilities
- Assist in project estimation, planning, scheduling, and coordination of technical activities
- Review RFP documents, specifications, and technical documents for bid preparation
- Prepare techno-commercial responses for maintenance bids ensuring compliance with standards
- Support project mobilization and alignment with project bidding specifications
- Coordinate with Project Managers, contractors, and stakeholders to monitor progress
- Ensure project activities align with schedules, quality standards, and cost controls
- Participate in preparation of project execution plans, technical submittals, method statements, RFIs, and reports
- Assist in resolving management and site issues effectively
- Support cost monitoring and earned value analysis in coordination with Project Controls
- Evaluate change orders and contribute to technical assessments
- Prepare handover documentation and project close-out reports
- Chair and record project team meetings with PMC, clients, and third-party contractors
- Perform technical bid evaluations and provide award recommendations
- Maintain strong relationships with clients as project focal point
- Proactively resolve scope and schedule issues with contractors
Experience & skills
- Bachelor of Engineering from an accredited university
- Minimum 12 years of techno-commercial experience in Oil & Gas or equipment manufacturing projects
- Proven track record of managing and leading teams for large-scale projects
- Experience working in multicultural environments, preferably in the Middle East
- Strong analytical and problem-solving skills
- Creativity and innovation in technical and project solutions
- Excellent written and oral communication skills
- Strong formal presentation skills
- Ability to influence, persuade, and build stakeholder consensus
