Job description
Jacobs is delivering one of Saudi Arabia's flagship giga-projects, a new city about 45 km southwest of Riyadh built around entertainment, sports and culture, and this role owns the service charge and revenue framework that keeps it financially sustainable. You'll develop and govern the city-wide service charge framework, governance model, cost allocation methodologies and revenue optimization strategy across the entire city. Operational costs, shared services and common infrastructure expenses need accurate allocation and recovery, and this position acts as custodian of the model that makes that possible. Governance and assurance over cost recovery processes and financial assumptions sit squarely within your remit. Revenue opportunities across city assets and infrastructure get identified and evaluated here too, each one assessed on its own business case. Finance, Asset Management, City Operations and district stakeholders all feed into this work, since no single team holds the full picture of cost recovery and revenue. Long-term financial sustainability, resilience and value optimization sit at the center of what this role is measured against. Consultants and external advisors get managed as part of the job, keeping benchmarking studies and financial assessments aligned to strategic objectives. The scope stretches from day-to-day governance reporting to structured resolution of service charge and cost allocation disputes.
