Job description
The Senior Performance Manager role is part of a supervisory organization responsible for overseeing and assuring Operations & Maintenance (O&M) Contractors responsible for the full operation and maintenance of a large transportation project in the Middle East. The role provides independent operational, technical, commercial, and performance oversight to ensure regulatory compliance, value for money, and continuous improvement throughout the operations phase. The position leads performance monitoring, analysis, and reporting across all project operations and maintenance activities, and develops, implements, and maintains the performance management framework including KPIs, targets, data definitions, and governance arrangements. The role ensures O&M Contractors meet contractual performance requirements related to safety, reliability, punctuality, availability, and customer experience. Responsibilities include tracking and analyzing performance deviations, trends, and emerging risks, leading structured root-cause analysis, and driving corrective action and performance improvement plans. The role conducts performance audits and assurance reviews to ensure data integrity and transparency, prepares regular performance dashboards, reports, and briefings for clients and senior stakeholders, and benchmarks network performance against international metro and rail best practices while advising on improvement strategies. The position operates within a project and programme management environment and requires extensive experience in performance management and analytics within large rail or metro organizations, along with strong expertise in KPI-based contracts, performance assurance, and continuous improvement frameworks.

Key responsibilities
- Lead end-to-end performance monitoring, analysis, and reporting for all project operations and maintenance activities across rail and metro systems, ensuring continuous oversight of Operations & Maintenance (O&M) Contractors and validating performance metrics related to safety, reliability, punctuality, availability, asset performance, operational efficiency, and customer experience in accordance with contractual performance requirements
- Develop, implement, and continuously enhance the performance management framework including KPI development, targets, data definitions, governance arrangements, reporting cycles, escalation processes, and performance accountability structures aligned with regulatory compliance and operational objectives
- Track, analyze, and interpret performance deviations, trends, anomalies, and emerging operational risks using performance analytics and data analytics techniques while leading structured root-cause analysis to identify operational inefficiencies, service disruptions, maintenance shortcomings, and reliability issues
- Lead the development, implementation, monitoring, and close-out of corrective action plans and performance improvement initiatives, ensuring alignment with contractual obligations, performance assurance frameworks, and continuous improvement frameworks across rail and metro operations
- Conduct comprehensive performance audits, assurance reviews, and contractor performance evaluations to ensure compliance with KPI-based contracts, validate data integrity, ensure transparency, and verify adherence to operational, technical, and commercial performance standards
- Prepare, develop, and deliver regular performance dashboards, executive reports, management briefings, and analytical insights for client representatives and senior stakeholders, ensuring accurate performance reporting, governance compliance, and decision-support visibility
- Benchmark network performance against international metro and rail best practices, industry standards, and comparable transportation systems, and recommend improvement strategies, operational enhancements, and performance optimization initiatives
- Provide independent operational, technical, commercial, and performance oversight within the project and programme management environment, ensuring value for money, regulatory compliance, contractor accountability, and continuous improvement throughout the operations phase
Experience & skills
- Obtain Bachelor's degree in Engineering, Transport Planning, Data Analytics, Industrial Engineering, or related discipline with demonstrated professional expertise in rail or metro transportation systems and operations & maintenance performance management
- Demonstrate minimum 15 years of experience in performance management, performance analytics, and performance assurance within large rail or metro organizations, including experience overseeing Operations & Maintenance (O&M) contractors
- Demonstrate strong experience in KPI-based contracts, KPI development, performance management frameworks, performance monitoring, performance reporting, and governance arrangements within large transportation infrastructure projects
- Possess proven expertise in data analytics, performance dashboards, performance reporting tools, root-cause analysis methodologies, and performance audits to evaluate operational performance and contractor compliance
- Demonstrate experience in continuous improvement frameworks, corrective action planning, performance improvement initiatives, and operational performance optimization within rail or metro operations
- Demonstrate knowledge of regulatory compliance, operational standards, safety performance metrics, reliability performance metrics, punctuality metrics, availability metrics, and customer experience performance indicators
- Demonstrate experience benchmarking rail or metro network performance against international best practices and applying performance analytics to drive operational improvement strategies
- Demonstrate experience working within project and programme management environments providing independent operational, technical, commercial, and performance oversight for large transportation infrastructure projects
