The Senior Director - Commercial (Strategic Development Unit) at Qiddiya Investment Company is a strategic leadership role responsible for overseeing commercial activities within the Strategic Development Unit (SDU) Construction Management vertical. The role drives strategic commerciality and safety into procurement and contract administration decisions, establishing strategy and execution frameworks through Project Management and Construction Management specific processes and procedures aligned with internal governance and Delegation of Authority requirements. The position is responsible for driving final outturn cost within agreed business plans and cost plans, feeding back commercial lessons learned, and aligning commercial execution with cost planning. Responsibilities include establishing and maintaining commercial management frameworks covering procurement commercial strategy, contract administration, cost control, and commercial assurance. The role defines and embeds commercial policies, processes, procedures, manuals, and templates tailored to Project Management and Construction Management delivery models. The Senior Director leads commercial decision-making across procurement and contract administration ensuring value for money, risk allocation, and safety integration into commercial outcomes. The role includes developing commercial strategies at project and programme level aligned with business plans, cost plans, and delivery strategies, and overseeing procurement commercial inputs including contract strategies, commercial terms, payment mechanisms, incentives, and risk provisions. The position leads contract administration frameworks including change control, payment certification, claims management, extension of time (EOT) assessments, dispute avoidance, and contract close-out. The role ensures robust cost management, forecasting, reporting, and monitoring of commercial performance and risks throughout project lifecycle while coordinating with Delivery, Procurement, Finance, and Risk functions. The Senior Director acts as commercial authority providing governance, escalation support, and establishing commercial governance checkpoints aligned with stage-gate approvals and executive decision forums. The role supports preparation of Board and executive papers including cost summaries, risk positions, and commercial strategies, and aligns cost planning with commercial execution while capturing and disseminating lessons learned and benchmarks. Responsibilities also include building and developing the Construction Management commercial function, mentoring teams, coordinating with Project Director Design, Delivery, Procurement, and Finance functions, and representing the Construction Management vertical in senior internal and external forums. The position requires extensive experience in commercial management of large-scale construction, infrastructure, mega and giga projects within governance-driven environments.

- Establish and implement commercial management frameworks covering procurement commercial strategy, contract administration, cost control, commercial assurance, and governance across Construction Management projects
- Define and embed commercial policies, procedures, manuals, templates, and governance frameworks aligned with Project Management and Construction Management delivery models and Delegation of Authority requirements
- Lead commercial strategy development at project and programme level ensuring alignment with business plans, cost plans, delivery strategies, and safety integration
- Oversee procurement commercial inputs including contract strategies, commercial terms, payment mechanisms, incentives, and risk provisions across large-scale projects
- Manage contract administration frameworks including change control, payment certification, claims management, EOT assessments, dispute avoidance, and contract close-out
- Ensure robust cost management, forecasting, reporting, and monitoring of commercial performance, risks, and mitigation strategies throughout project lifecycle
- Establish commercial governance checkpoints aligned with stage-gate approvals and executive decision forums while supporting board-level commercial reporting
- Lead commercial capability development, mentor teams, coordinate with project directors and finance stakeholders, and represent commercial function in senior forums
Experience & skills
- Obtain Bachelor’s degree in Quantity Surveying, Engineering, Construction Management, Commercial Management, or related discipline with Master’s degree preferred
- Demonstrate 15–20 years of experience in senior commercial leadership roles within large-scale construction, infrastructure, mega or giga projects
- Possess strong experience in procurement commercial strategies, contract administration, cost planning, budgeting, forecasting, and outturn cost management
- Demonstrate experience establishing commercial governance frameworks, controls, and assurance mechanisms within complex project environments
- Exhibit strong knowledge of change control, claims management, EOT assessments, dispute resolution, and contract close-out processes
- Demonstrate experience working within strict governance and Delegation of Authority environments preferably within giga-projects
- Show ability to integrate safety, risk management, and compliance into commercial decision-making processes
- Demonstrate strong leadership, stakeholder management, executive reporting, and commercial strategy development experience
