Job description
The Engineering Manager for the Combined Heat and Power Plant in Fadhili, Saudi Arabia, is responsible for ensuring full engineering compliance of the CHP plant supplying steam, feedwater, and electricity to Saudi Aramco’s Fadhili Gas Plant and Saudi Electricity Company. The role oversees engineering governance, asset integrity, statutory compliance, and lifecycle performance of high-value energy infrastructure including Siemens F-Class Gas Turbines and high-capacity steam turbines. The position is accountable for developing short-term and long-term capital investment plans, engineering improvement strategies, and ensuring alignment with Operations & Maintenance (O&M) agreements. The Engineering Manager manages plant integrity systems, change control processes, warranty tracking, and technical risk mitigation while coordinating with Finance, Procurement, Operations, HSE, and Administration teams. The role includes oversight of engineering budgets, execution of overhaul planning, vendor and OEM coordination, Siemens LTSA interface, and contractor management. It ensures compliance with Saudi statutory obligations, HSE standards, and ENGIE/FOMC engineering policies while driving continuous improvement through audits, inspections, and performance monitoring. The role also includes IT systems oversight related to engineering operations, CMMS/SAP usage, cybersecurity assurance for industrial systems, and ensuring high availability and reliability of plant assets through structured maintenance and engineering governance frameworks.

Key responsibilities
- Develop and manage short-term and long-term engineering strategies, plant improvement plans, and capital investment programs for combined cycle power plant assets
- Ensure full compliance with statutory obligations, O&M agreements, and engineering policies related to plant integrity, safety, and performance
- Lead engineering governance including change control processes, asset integrity monitoring, and lifecycle management of critical plant equipment
- Oversee Siemens F-Class GTGs and steam turbine operations to ensure reliability, availability, and optimal performance
- Manage engineering budgets, cost controls, and financial planning in coordination with Finance and Accounting teams
- Coordinate plant improvement, overhaul, and maintenance projects with Operations, Maintenance, HSE, Procurement, and Administration teams
- Establish and implement warranty management systems including tracking, analysis, claims processing, and corrective action implementation
- Conduct plant walkdowns, inspections, and audits to identify risks, non-conformances, and improvement opportunities
- Develop and enforce engineering policies, procedures, and quality assurance systems across operations and maintenance activities
- Lead vendor, OEM, and contractor management including Siemens LTSA and other service agreements to ensure contractual compliance
- Implement internal audit systems and ensure closure of findings and corrective actions in alignment with regulatory requirements
- Oversee IT and industrial system reliability including SAP, CMMS, cybersecurity updates, and system performance monitoring
Experience & skills
- Bachelor’s degree in Engineering from an accredited institution
- Minimum 10 years of experience in engineering and maintenance of large combined cycle power plants
- Strong knowledge of Siemens F-Class gas turbines and steam turbine systems
- Experience in Operations & Maintenance (O&M) agreements and EPC interface management
- Experience in budget management, financial reporting, and capital planning
- Knowledge of statutory compliance, HSE regulations, and engineering governance frameworks
- Experience using CMMS systems, SAP, and Microsoft Office tools
- Strong leadership experience managing engineering teams in industrial power generation environments
