Job description
The Manager - Treasury Governance & Strategy supports the Treasury Governance & Strategic Initiatives function in implementing effective governance frameworks, driving strategic projects, and ensuring Treasury’s adherence to policies, controls, and regulatory standards across Treasury & Global Markets within a leading financial institution in MENA. The role contributes to initiatives including process optimization, system enhancement, and policy reviews across the Group’s Treasury group head office and international locations, while coordinating governance and project activities across Treasury international locations. Responsibilities include supporting the development, implementation, and periodic review of Treasury governance frameworks, policies, and procedures; assisting with strategic projects such as new product approvals, regulatory change implementation, and system upgrades; and facilitating governance consistency across Treasury internal units in line with Group standards and operating frameworks. The role liaises with Sales, Trading, Structuring, Risk, Operations, Finance, and Compliance to ensure cross-functional collaboration and consistent project execution, prepares management reports and performance dashboards highlighting KPIs, risk metrics, and initiative progress, coordinates internal and external audits ensuring timely closure of findings and enhancement of control frameworks, and supports documentation and approval processes for Treasury committees including ALCO, Market Risk, and Product Governance. Additional contributions include benchmarking and best-practice assessments across Treasury processes, business continuity planning, risk assessments, and readiness testing for Treasury systems. The position requires 6–9 years’ experience in Treasury governance, risk management, or project management within banking or financial markets, strong understanding of Treasury products, systems, and control frameworks, experience in system implementations, new-product rollouts, and policy redesign across multiple Treasury entities, and proficiency in MS Office and reporting tools such as Power BI or Tableau. A Bachelor’s degree in Finance, Economics, or related field is required, with PMP or CFA qualification advantageous.

Key responsibilities
- Support the design, development, implementation, and periodic review of Treasury governance frameworks, policies, and procedures across the Group’s Treasury head office and international locations, ensuring alignment with regulatory standards, control frameworks, and Group operating frameworks while driving governance consistency across Treasury internal units.
- Coordinate and track strategic initiatives such as new product approvals, regulatory change implementation, system upgrades, system implementations, process optimization, system enhancement, and policy redesign across Treasury entities, ensuring structured project management, clear milestones, and timely delivery across multiple locations.
- Liaise and collaborate with Sales, Trading, Structuring, Risk, Operations, Finance, and Compliance to facilitate cross-functional coordination, ensure consistent project execution, resolve inter-departmental dependencies, and maintain adherence to Treasury governance and control frameworks.
- Prepare detailed management reports and performance dashboards using MS Office and reporting tools such as Power BI or Tableau, highlighting KPIs, risk metrics, governance indicators, audit findings status, and initiative progress for senior management and relevant committees.
- Coordinate internal and external audits across Treasury & Global Markets, ensure timely closure of audit findings, enhance control frameworks based on recommendations, maintain comprehensive documentation, and support continuous improvement of governance processes.
- Support documentation, review, and approval processes for Treasury committees including ALCO, Market Risk, and Product Governance, ensuring completeness of materials, compliance with governance standards, and accurate record-keeping of decisions and action items.
- Conduct benchmarking and best-practice assessments across Treasury processes to identify improvement opportunities, strengthen governance structures, and enhance process efficiency across international locations.
- Contribute to business continuity planning activities, perform risk assessments related to Treasury products and systems, and coordinate readiness testing for Treasury systems to ensure operational resilience and regulatory compliance.
Experience & skills
- Demonstrate 6–9 years’ experience in Treasury governance, risk management, or project management functions within banking or financial markets, with hands-on exposure to Treasury & Global Markets environments and multi-entity coordination.
- Possess a strong understanding of Treasury products, Treasury systems, control frameworks, and regulatory standards, with proven experience supporting regulatory change implementation, new-product rollouts, system implementations, system upgrades, process optimization, and policy redesign initiatives.
- Exhibit practical experience in coordinating cross-functional stakeholders including Sales, Trading, Structuring, Risk, Operations, Finance, and Compliance, managing governance documentation, supporting ALCO, Market Risk, and Product Governance committees, and ensuring adherence to Group operating frameworks.
- Demonstrate proficiency in MS Office and reporting tools such as Power BI or Tableau, with the ability to develop management reports, performance dashboards, KPI tracking, and risk metrics analysis to support senior management decision-making.
- Hold a Bachelor’s degree in Finance, Economics, or related field, with PMP or CFA qualification advantageous, and maintain the ability to contribute to business continuity planning, risk assessments, audit coordination, and readiness testing for Treasury systems.
