Job description
The HSE & QA Officer at ENOC Lubricants (ELOMP) in Dubai/Fujairah is responsible for providing advice, guidance, and coordination on environmental, health, safety, and security matters within the plant operations. The role ensures compliance with EHSS policies, standards, and regulatory requirements, and supports the financial performance of ELOMP through the implementation of loss prevention programs. The officer acts as the Management Representative for the Integrated Management System (IMS) and the EMS, liaising with internal teams and external authorities such as Fujairah Municipality, Civil Defence, and Fujairah Port for compliance and permitting. The position integrates all EHSS issues into plant and berth operations, coordinates audits and inspections, develops and delivers EHSS training programs, monitors occupational health and safety, conducts incident investigations, and participates in security management per ISPS Code. The officer also implements ISO 14001, coordinates third-party certification, and ensures ongoing surveillance auditing and reporting of EHSS KPIs, maintaining high standards in line with GEHSQ guidance and corporate objectives.

Key responsibilities
- Develop and implement an EHS Strategic Plan for ELOMP aligned with company safety, health, environmental policies, shareholder expectations, and regulatory requirements
- Review Plant EHS Management System, develop procedures or control measures to address gaps, and guide ELOMP in implementation
- Integrate EHSS issues into ELOMP and berth operations through periodic review and updates of procedures
- Advise ELOMP Management on EHSS budget requirements and follow up on implementation as per budgetary provisions
- Investigate and resolve EHSS issues and concerns in consultation with functional specialists
- Conduct internal EHSS inspections and audits and recommend corrective actions
- Facilitate safety committee meetings and maintain meeting minutes
- Identify workplace hazards, advise on risk prevention/mitigation measures, and coordinate industrial hygiene measurements
- Support site incident investigations and maintain updated Emergency Response Plans
- Develop and implement EHSS training programs for ELOMP staff and maintain EHSS passports
- Liaise with local authorities for all EHSS issues and hazardous waste disposal permissions
- Act as Management Representative for ISO 14001 implementation and coordinate third-party certification and surveillance audits
- Participate in project EHS reviews, management of change reviews, and monitor project safety plans and permit to work systems
- Promote EHSS awareness through corporate campaigns and participate in vendor and marine EHS meetings
- Serve as security advisor to ELOMP Management Team in line with ISPS Code
- Develop EHSS Service Level Agreements and ensure effective implementation with GEHSSQ specialists
- Prepare monthly EHSS KPI reports and circulate to relevant operating unit and corporate levels
- Support joint industry emergency response drills and provide updates on EHSS project status to GEHSSQ department
Experience & skills
- Holding a Degree or Diploma in technical EHS or engineering subjects
- Post Diploma in Industrial Safety or equivalent experience as Safety/EHS Officer
- 3–5 years of operating experience in HSE within oil/lubricant manufacturing environments
- Proficiency in EHSS audits, risk assessment, and compliance with international HSE codes
- Basic computer literacy
- Good written and verbal communication skills
- Preferred background in chemical engineering or chemicals industry experience
- Experience working in lubricant plants or oil lubricant business
