Job description
On-site in Riyadh within the City Transport Business Unit (TBU), the Senior Manager â Asset & Facilities Management supports development of Asset Management and Facilities Management strategies across multiple transport asset classes as Qiddiyaâs network progresses from concept and design & build to full operations. The mandate includes providing subject matter expertise for the TBU Operations function and developing frameworks aligned to ISO 55001 (asset management) and ISO 41001 (facilities management) for embedding into future Design & Build (D&B) and Operations & Maintenance (O&M) contracts. The role contributes to the TBUâs Digital Engineering Strategy with specific focus on Enterprise Asset Management System (EAMS) capabilities (e.g., IBM Maximo) and Digital Twin requirements, and requires proven experience specifying, implementing, or operating EAMS. Responsibilities span strategy delivery, inclusion of asset and FM requirements in contracts, and supporting the maturation of the asset and facilities function as assets transition to operations. The position operates in a complex, fast-moving matrix organization, demands familiarity with applicable KSA transport/infrastructure regulations, and emphasizes EAMS implementation, lifecycle asset planning, KPI development, compliance with ISO 55001 and ISO 41001, and coordination across transport modes and built environment/critical infrastructure sectors.

Key responsibilities
- Provide subject matter expertise in asset management and facilities management within the TBU Operations function across multiple transport asset classes.
- Develop and support Asset Management and Facilities Management frameworks aligned to ISO 55001 and ISO 41001 for inclusion in future Design & Build (D&B) and Operations & Maintenance (O&M) contracts.
- Support the development and scaling of the Asset and Facilities Management function as TBU assets transition from concept through design & build into full operations.
- Contribute to the TBU Digital Engineering Strategy with input on Enterprise Asset Management System (EAMS) and Digital Twin requirements for asset and facilities management.
- Ensure inclusion of Asset and Facilities Management requirements within applicable D&B and future O&M contracts for TBU assets.
- Deliver the TBU Asset and Facilities Management Strategies and track related KPIs to evidence implementation and performance.
- Advise and coordinate within a matrix organization to provide asset and FM expertise to multiple stakeholder groups across transport modes.
- Apply familiarity with KSA transport/infrastructure regulations to ensure frameworks and contract requirements comply with local standards and practices.
Experience & skills
- Hold a Bachelorâs degree in Mechanical, Civil or Electrical Engineering or Facilities Management, or equivalent relevant professional registration.
- Bring a minimum of 10â15 years of progressive experience in asset and facilities management, ideally within transport, critical infrastructure/utilities, or built environment sectors.
- Demonstrate proven experience operating in matrix organizations and providing asset and facilities management subject matter expertise to multiple stakeholder groups.
- Provide evidence of specifying, implementing, or operating an Enterprise Asset Management System (EAMS), with IBM Maximo experience highly desired.
- Show working knowledge of ISO 55001 and ISO 41001 with evidence of successfully supporting their implementation in frameworks and contracts.
- Demonstrate experience related to EAMS implementation and ongoing operations, including lifecycle asset planning and KPI tracking.
- Exhibit familiarity with applicable KSA transport/infrastructure regulations relevant to asset and facilities management.
