Job description
The Strategy & Governance Head at ENOC drives the development and implementation of the organizationās technology strategy and enterprise architecture, ensuring alignment with corporate governance, vision, mission, and strategic objectives. The role leads governance and performance management frameworks within Group Information Technology (GIT), enabling effective service delivery and risk management. Responsibilities include overseeing strategic technology investments, developing and maintaining governance programs, committees, and policies, and ensuring IT/OT governance excellence across ENOC. The role requires strategic leadership in defining and executing technology transformation roadmaps, setting KPIs, leading value realization, and aligning IT initiatives with shareholder objectives. This includes managing vendor relationships, financial performance, and operational risk mitigation, while driving innovation through emerging technologies and continuous IT operating model improvement. The incumbent also leads budgeting, ROI evaluation, TCO assessment, and talent development to ensure workforce capability, engagement, and alignment with ENOCās long-term goals.

Key responsibilities
- Lead the design, implementation, and monitoring of GIT strategy aligned to ENOCās organizational vision, mission, and strategic objectives.
- Oversee governance programs, committees, and frameworks to ensure robust IT and OT governance across ENOC.
- Develop and drive the technology strategy, initiatives roadmap, KPIs, and performance management systems for GIT.
- Lead strategic technology investments, prioritize initiatives, and align technology direction with shareholder business vision and objectives.
- Oversee enterprise architecture standards, ensuring consistency and scalability across ENOCās IT ecosystem.
- Drive transformation and change management for strategic technology programs, ensuring alignment with business outcomes.
- Lead enterprise risk management processes, identifying and mitigating risks arising from new technologies, structures, or processes.
- Oversee service management, quality assurance, and performance frameworks including adherence to SLAs and KPIs.
- Lead vendor and supplier management and maintain strategic relationships with business stakeholders to ensure technology alignment.
- Develop governance and compliance strategies, ensuring adherence to corporate and regulatory obligations.
- Review and approve IT strategy and governance budgets, monitor financial spending, and oversee TCO and ROI for technology investments.
- Lead IT value strategy and continuous improvement of IT operating models, including manpower planning and resource optimization.
- Drive workforce planning, performance management, and team development, ensuring talent readiness and succession planning.
- Foster collaboration across business units to achieve governance, technology, and operational excellence objectives.
- Explore and evaluate emerging technologies to drive innovation and create competitive advantage for ENOC.
Experience & skills
- Bachelorās degree in Computer Science, Engineering, or Information Systems; MBA or Masterās degree preferred.
- Professional certifications in IT Governance (CGEIT, COBIT 5) and Project/Program Management (PRINCE II, PMP) required; ITIL certification preferred.
- Minimum 15 years of IT experience with at least 6 years in technology strategy, governance, or enterprise architecture leadership roles.
- Experience in the Oil & Gas sector; multi-industry exposure (Energy, Utilities, Retail, Government) preferred.
- Proven experience in strategic transformation and major IT programs, as well as establishing and governing IT functions.
- Strong background in investment portfolio management, financial control, and vendor relationship management.
- Expertise in IT performance management, service delivery optimization, and operational risk mitigation.
- Strong leadership and communication skills with the ability to engage executive stakeholders and manage cross-functional collaboration.
- Analytical mindset with experience developing KPIs, financial models (TCO, ROI), and governance scorecards.
- Proven ability to drive innovation and continuous improvement across IT governance and strategic planning functions.
