Job description
The Senior Manager - Infrastructure Planning at Qiddiya Investment Company, based in Riyadh, Saudi Arabia, is responsible for leading the strategic planning and development of infrastructure initiatives that support Qiddiya’s large-scale entertainment, cultural, and urban transformation projects. This position plays a central role in formulating and implementing infrastructure strategies aligned with Qiddiya’s master development framework. The Senior Manager oversees the analysis of existing infrastructure systems, identifying opportunities for optimization and expansion, while ensuring all plans meet regulatory and industry standards. The role involves close coordination with engineering, environmental, and design teams to ensure seamless integration and execution of infrastructure projects. Key duties include managing feasibility studies, cost estimates, and resource allocation plans to support informed decision-making. The position also demands active stakeholder engagement, maintaining strong relationships with government agencies, consultants, and community partners. The Senior Manager will monitor planning progress, report performance to senior leadership, and mentor team members to foster a culture of innovation and excellence. Candidates must possess a Bachelor’s degree in Civil Engineering (Master’s preferred), with at least 10 years of experience in infrastructure planning or project management for major developments. A strong command of planning principles, regulatory frameworks, and construction processes is essential, along with analytical capability and proficiency in planning or project management software. Professional certifications such as PMP are advantageous.

- Ensure compliance with government regulations, planning principles, and industry standards across all projects.

- Oversee preparation of feasibility studies, cost estimates, and resource allocation plans to guide investment decisions.
- Monitor planning progress and performance metrics, providing updates and recommendations to senior management.
- Mentor and develop team members to promote innovation, collaboration, and professional growth.
- Support risk mitigation and quality assurance efforts throughout the infrastructure planning process.
Experience & skills
- Bachelor’s degree in Civil Engineering or a related field; Master’s degree preferred.
- Minimum of 10 years of experience in infrastructure planning or project management for large-scale developments.
- Strong understanding of planning principles, regulatory frameworks, and construction processes.
- Experience coordinating with multidisciplinary teams including engineering, design, and environmental divisions.
- Excellent analytical and problem-solving skills with the ability to interpret complex data.
- Proven leadership and interpersonal skills for managing diverse stakeholder relationships.
- Proficiency in planning and project management software tools.
- Professional certifications such as PMP or equivalent are an advantage.
