Job description
Impact Evaluation Economist role within the Ideation Center of Strategy& (PwC) in the United Arab Emirates focused on developing evidence-based policy evaluation frameworks and conducting advanced econometric and statistical impact assessments across economic policies, development programs, and public sector interventions. The role is part of a think tank function that builds thought leadership and evidence generation capabilities, including behavioural economics, foresight, and innovation-as-a-service. The economist designs evaluation frameworks by selecting indicators, methodologies, and data collection approaches to measure economic outcomes and policy effectiveness. Responsibilities include conducting rigorous impact evaluations using experimental and quasi-experimental methods, performing advanced quantitative analysis including regression analysis, instrumental variables, propensity score matching, and difference-in-differences, and managing large datasets with high data quality standards. The role involves conducting cost-benefit analysis to assess economic efficiency, evaluating socioeconomic impacts such as employment, income distribution, poverty alleviation, and welfare outcomes, and translating findings into actionable policy recommendations for governments and stakeholders. The position also includes writing policy briefs, research papers, and thought leadership content, engaging stakeholders for data access and implementation, building capacity among partners in evaluation methodologies, and supporting interdisciplinary collaboration across consulting, policy, and research teams. The role requires strong econometric expertise, data analytics capability, and ability to communicate complex findings to technical and non-technical audiences.

Key responsibilities
- Design impact evaluation frameworks for economic policies, programs, and interventions using appropriate indicators and econometric methodologies
- Conduct rigorous impact assessments using experimental and quasi-experimental evaluation techniques to measure policy effectiveness
- Manage and oversee large datasets including data collection, cleaning, validation, and preparation for econometric analysis
- Apply advanced econometric methods such as regression analysis, instrumental variables, propensity score matching, and difference-in-differences
- Conduct cost-benefit analysis to evaluate economic efficiency and return on investment of policies and interventions
- Assess socioeconomic impacts including employment, income distribution, poverty alleviation, and social welfare outcomes
- Translate research findings into actionable policy recommendations for governments, policymakers, and stakeholders
- Develop thought leadership content including reports, policy briefs, and research papers for diverse audiences and client deliverables
Experience & skills
- Hold advanced degree (Master’s or PhD) in Economics or related field with specialization in econometrics, applied economics, or development economics
- Possess 8+ years of experience in impact evaluation, econometric research, or related policy analysis roles
- Demonstrate expertise in impact evaluation methodologies, cost-benefit analysis, and econometric modeling techniques
- Exhibit strong knowledge of microeconomics, macroeconomics, and economic theory applications
- Show experience with advanced analytical tools including natural language processing and geographic information systems (GIS)
- Demonstrate strong data analytics, visualization, and statistical modeling skills
- Possess strong project management and stakeholder engagement capabilities in complex environments
- Exhibit excellent written and verbal communication skills with fluency in English and preferred Arabic proficiency
