Job description
The Manager ā Fire and Rescue Prepare (Manager-Prepare) at Red Sea Global (RSG) manages Fire and Rescue Prepare functions under the Senior Manager of the Prepare & Support Service function to deliver high-standard risk and resource planning that supports and enhances firefighting and rescue capabilities across all RSG assets. The role assists in the establishment and operation of the Red Sea Fire & Rescue Prepare & Support Services team, acts as the Prepare representative on the Red Sea Fire and Rescue Service Prepare and Support Services Management Team, and is responsible for the effective and efficient delivery of all Prepare functions. Core domain responsibilities include risk planning and horizon scanning to identify risks to life, property, and the environment; developing risk profiles to illustrate distinct risk levels across RSG assets; coordinating closely with the risk and resilience department in Riyadh and on site to ensure a seamless approach to risk management, resilience, and business continuity; and ensuring destinationsā emergency arrangements meet best practice. The role creates, manages, tests, maintains, and improves site- and asset-specific emergency response plans and ensures a properly prepared and practiced site-specific Major Emergency Plan aligned to asset development stages and the availability and competence of resources from all emergency services. It supports silver and gold level managers (Executive Team and Heads of Division/Departments) with emergency/crisis management advice, training, and coaching on response responsibilities and team arrangements, and manages cross-site working groups to resolve significant issues spanning overall emergency planning, mitigation, and response. Exercising and testing accountabilities include planning realistic scenarios, simulating emergencies, evaluating response capability and coordination of emergency and support service teams, publishing reports with corrective actions, and following up to closure, as well as coordinating the Business Resilience Silver Group and managing entire-site Emergency Simulation Exercises. The role also provides organizational oversight on operational policies, ensuring a suite of simple, effective, and compliant policies reflect best practice and changes to local and international risk profiles. It supervises the Prepare Department tactically (team planning, training, workload, development), manages Prepare databases and mailboxes, distributes and directs daily workloads, develops performance indicators for the department, deputizes for the Senior Manager when required, follows functional policies, processes, SOPs and instructions, prepares accurate and timely functional MIS statements and reports, and applies safety, quality, and environmental management policies to ensure employee safety, legislative compliance, high-quality service delivery, and a responsible environmental attitude. Continuous improvement responsibilities include identifying opportunities to align to international best practice, improve processes, reduce cost, and enhance productivity through planning/construction, testing, and steady-state phases, while representing RSFRS and RSG at local risk, contingency, and operational policy programs.

- Lead and manage all Fire and Rescue Prepare functions, supervising the Prepare Department at a tactical level and ensuring effective and efficient delivery in line with RSFRS and RSG policies and procedures.
- Drive organizational change at departmental level to deliver continuous improvement across risk and resource planning and emergency preparedness.
- Act as Prepare representative on the Red Sea Fire and Rescue Service, Prepare and Support Services Management Team and deputize for the Senior Manager of Prepare and Support Services when requested.
- Manage Prepare databases and mailboxes, ensuring timely, effective responses and proper information control.
- Plan, distribute, and direct the daily workload of the Prepare team; oversee team planning, training, and developmental needs and align outputs to organizational goals.
- Develop positive working relationships with internal and external stakeholders to resolve Prepare challenges, reviewing and upgrading risk, contingency, and operational policies and procedures to align with RSFRS goals and standards.
- Represent RSFRS and RSG at local risk, contingency, and operational policy programs to ensure alignment and best practice adoption.
- Define and monitor performance indicators (KPIs) to assess Prepare department performance and drive improvements.
- Identify risks to life, property, and the environment across Red Sea Global assets and assist in developing risk profiles to visualize risk levels.
- Collaborate with the risk and resilience department in Riyadh and on site to ensure seamless risk management, resilience, and business continuity across destinations.
- Ensure destination emergency arrangements meet best practice by staying current with RSG developments, global standards, and continuous professional development.
- Create, manage, test, maintain, and improve site- and asset-specific emergency response plans and ensure a properly prepared and practiced site-specific Major Emergency Plan.
- Support silver and gold level managers with emergency/crisis management advice, guidance, and training; coach them to develop team arrangements that meet response responsibilities.
- Manage cross-site working groups to resolve significant issues in emergency planning, mitigation, and response, ensuring coordinated preparedness.
- Serve as a reference for major emergency management good practice; evaluate response capability and coordination of emergency and support service teams, plan realistic scenarios, run simulations, assess responses, issue reports and corrective actions, and track closure.
- Coordinate and manage entire site Emergency Simulation Exercises to train and evaluate all levels of RSG management in crisis response and inter-team coordination.
- Create and provide organizational oversight for operational policies to ensure they are simple, effective, compliant, and reflect local/international changes to risk profiles.
- Follow relevant functional policies, processes, SOPs, and instructions; prepare accurate and timely functional MIS statements and reports to meet corporate and functional standards.
- Apply safety, quality, and environmental management policies, procedures, and controls to ensure employee safety, legislative compliance, and high-quality service delivery.
- Identify and contribute to continuous improvement opportunities in systems, processes, and practices referencing international best practice, process enhancement, cost reduction, and productivity gains.
Experience & skills
- Hold a Bachelorās Degree in a related field or in Business Administration.
- Demonstrate proven departmental-level management experience within a fire and rescue service or similar organization, including delivery of Prepare functions.
- Show experience managing and delivering the Prepare functions in a fire and rescue service or similar organization across planning, testing, and steady-state phases.
- Evidence a track record of driving organizational change to achieve continuous improvement in risk and resource planning and emergency preparedness.
- Possess a minimum of 10 years of relevant managerial experience in a fire and rescue service or similar organization, with capability to supervise teams and manage performance.
- Exhibit capability in risk planning, horizon scanning, risk profiling, resilience and business continuity integration, and emergency response planning aligned to asset development stages.
- Demonstrate competency in designing, testing, and improving site- and asset-specific emergency response plans and Major Emergency Plans, including exercises, drills, and corrective action follow-up.
- Display expertise in operational policy development and oversight to ensure compliance with best practice and evolving local/international risk profiles, including adherence to SOPs, MIS reporting, and safety, quality, and environmental management controls.
