Job description
The Site Senior Project Manager role is a fixed term contract position responsible for leading the construction phase of a newly awarded Bio-Energy Plant in Dubai, a flagship sustainability project supplying sustainable fuel to a cargo fleet. Acting as the client-side project lead, the role carries full accountability for construction management activities, including directing on-site execution, coordinating multidisciplinary teams, and ensuring close collaboration with internal stakeholders and a specialist Technology Partner delivering innovative bio-energy systems. The role oversees schedule performance, budget adherence, contractor supervision, and compliance with PMO governance requirements, with strong emphasis on HSSE excellence, quality assurance, and risk management to ensure operational readiness. Reporting to the Group Vice President β Project Portfolio within the Group Planning & Project Management Department, the role requires proactive engagement with authorities, consultants, contractors, equipment suppliers, regulatory bodies, and internal business stakeholders to align objectives, resolve issues early, and ensure the timely, safe, and successful delivery of the project. Responsibilities span the full project lifecycle from design review and engineering coordination through construction supervision, testing, commissioning, and handover, ensuring compliance with scope, schedule, cost, quality, sustainability, and safety requirements. The role also encompasses procurement oversight, long-lead equipment tracking, progress reporting, documentation control, and leadership of site teams, ultimately delivering a fully commissioned Bio-Energy Plant complete with as-built documentation, O&M manuals, training records, and a closed punch list.

Key responsibilities
- Lead all phases of the bio-energy plant design and construction lifecycle from planning and design review through construction supervision, testing, commissioning, and handover
- Manage and coordinate internal and external stakeholders including technology partners, consultants, contractors, suppliers, authorities, and regulatory bodies
- Review and validate technical designs, engineering packages, and construction methodologies for compliance, constructability, and integration of bio-energy systems
- Develop, monitor, and control project budget and master schedule, track expenditures, certify payments, and implement corrective actions
- Supervise contractors, engineers, site teams, and vendors to ensure compliance with contractual requirements, specifications, and construction standards
- Champion HSSE compliance and ensure adherence to safety policies, environmental regulations, permitting requirements, and approved risk assessments
- Conduct site inspections, audits, and quality reviews to ensure materials, workmanship, and installations meet specifications and international standards
- Identify, assess, and mitigate risks across design, engineering, supply chain, and construction activities
- Oversee procurement processes including tender evaluations, contractor appointments, material sourcing, equipment deliveries, and logistics coordination
- Prepare and deliver progress reports, dashboards, site records, and documentation in line with PMO governance requirements
- Lead and develop project teams when applicable, ensuring alignment with defined objectives and performance standards
- Act as an ambassador for DP World by adhering to corporate values, Code of Conduct, ethics policies, and safety principles
Experience & skills
- Hold a Bachelorβs degree in Civil Engineering, Mechanical Engineering, or a related discipline
- Possess 15β20 years of experience delivering large-scale bio-energy, industrial, or process plant construction projects
- Demonstrate proven experience acting as a client-side representative on major capital development projects
- Exhibit strong expertise in design development, engineering coordination, and construction supervision
- Demonstrate proficiency in project management disciplines including scheduling, cost control, risk management, and quality assurance
- Have experience managing consultants, contractors, technology partners, suppliers, and regulatory authorities
- Show strong commitment to HSSE, environmental compliance, sustainability standards, and regulatory requirements
