The Senior Compliance Officer - Vice President within the C&AFC function at Deutsche Bank in Dubai is responsible for acting as a Regulatory Business Advisor supporting regulatory compliance across the organization by providing guidance to business units on the implementation and management of the control framework to ensure compliance with applicable Rules and legislation related to Financial Services. The role operates within a Compliance team consisting of a Director and an AVP and plays a crucial role in promoting regulatory compliance by identifying, prioritizing, and assessing compliance risks across business and infrastructure areas. The position involves providing expert regulatory advice, guiding the implementation of internal controls related to compliance risks, and ensuring that business operations align with DFSA financial regulations and applicable legislation. The Senior Compliance Officer is responsible for overseeing remediation of internal and external findings and regulatory obligations assigned by regulatory authorities, ensuring consistent tracking, monitoring, reporting, and timely closure of findings. The role requires conducting compliance training sessions for relevant business stakeholders on applicable rules and regulatory requirements, ensuring awareness and adherence to compliance frameworks. The position demands expertise in risk management including identifying, assessing, and mitigating compliance risks, developing and implementing risk management frameworks, and providing actionable regulatory advice to diverse stakeholders. The role requires analytical and assurance skills to analyze complex regulatory requirements, ensure effective risk control, and maintain compliance governance standards. The Senior Compliance Officer is expected to support the business in maintaining regulatory adherence, managing compliance obligations, interpreting DFSA regulations, overseeing remediation programs, and strengthening internal compliance controls within financial services operations.

Key responsibilities
- Provide regulatory business advisory services by guiding business and infrastructure units on implementation and management of control frameworks to ensure compliance with applicable Rules, DFSA regulations, and financial services legislation while ensuring adherence to regulatory requirements across operations
- Identify, prioritize, and assess compliance risks across business functions, evaluate regulatory exposure, perform compliance risk analysis, and support development and implementation of risk management frameworks to mitigate compliance risks
- Provide guidance on internal controls relating to compliance risks, review control effectiveness, recommend control enhancements, and ensure alignment with regulatory expectations and compliance governance standards
- Deliver regulatory advice to relevant business and infrastructure areas by interpreting DFSA regulations, financial services rules, and applicable legislation and translating requirements into operational compliance guidance
- Oversee remediation of internal and external findings, regulatory obligations, and audit observations assigned by regulatory authorities, ensure tracking mechanisms, monitor remediation progress, and ensure timely closure and reporting of findings
- Conduct compliance training sessions for business stakeholders on applicable regulatory rules, compliance requirements, and control frameworks to ensure regulatory awareness and adherence across business functions
- Monitor compliance risk management activities, analyze complex regulatory information, ensure risk mitigation effectiveness, and maintain compliance assurance across operational and business areas
- Support ongoing compliance governance initiatives, participate in regulatory programs, collaborate with stakeholders, and maintain compliance reporting, documentation, and regulatory oversight activities
Experience & skills
- Demonstrate in-depth knowledge of DFSA financial regulations and applicable financial services legislation with ability to interpret regulatory requirements and translate them into actionable compliance guidance
- Demonstrate proven experience in identifying, assessing, and mitigating compliance risks including development and implementation of compliance risk management frameworks
- Demonstrate experience providing regulatory advisory services to business and infrastructure stakeholders including interpretation of regulations and compliance obligations
- Demonstrate experience overseeing remediation of internal and external findings including regulatory obligations, audit findings, and compliance gaps with tracking and reporting mechanisms
- Demonstrate analytical and assurance capabilities to analyze complex regulatory information and ensure effective compliance risk control and governance
- Demonstrate experience providing compliance training to business stakeholders on regulatory requirements, internal controls, and compliance governance frameworks
- Demonstrate experience in compliance monitoring, internal controls evaluation, and regulatory reporting within financial services environment
