Job description
OQ Exploration and Production is hiring an Environmental Management Manager to sit within its HSSE Sustainability function in Muscat, reporting to the Head of HSE Support and leading a team of three: a Lead Environment, a Senior Engineer Environment and an Engineer Environment. Environmental strategy, governance, compliance and performance across Operated Assets and projects all fall under this role, spanning offshore, onshore, local and international operations. You'll translate legal, regulatory and corporate requirements into environmental standards, processes and controls that actually hold up on the ground. Decarbonization work runs through the position too, connecting environmental performance to measurable progress against the Company's net zero roadmap through GHG monitoring, reporting and improvement programs. Pollution prevention, resource efficiency and regulatory compliance need managing across the full asset and project lifecycle, from concept selection and FEED through construction, commissioning, start up and handover. Regulatory and stakeholder engagement covers regulators, lenders, joint venture partners and industry bodies, with compliance expected against IFC Performance Standards, Equator Principles and other international commitments. Due diligence work also lands here, covering new ventures, acquisitions, divestments and asset transfers, alongside governing the environmental elements of the HSE Integrated Management System in line with ISO 14001. You'll also lead the Environmental Management team directly, building capability, succession planning and Omanisation plans while holding the team accountable for technical quality and delivery. Travel to Operated Assets, project sites, contractor facilities and regulatory meetings comes with the job, though it's predominantly office based out of Muscat. A bachelor's degree in Environmental Engineering, Environmental Science, Chemical Engineering, Process Engineering or an equivalent discipline is required, together with 8 or more years of relevant post-qualification experience including formal leadership responsibility, preferably in the oil and gas sector.
Required skills

- Lead and manage the environmental strategy, annual plan, priorities, budget, resources and performance targets across Operated Assets and projects
- Translate environmental legislation, permit requirements, corporate standards and recognised international practices into effective policies, procedures and operational controls
- Govern the environmental elements of the HSE Integrated Management System and ensure alignment with ISO 14001
- Oversee environmental due diligence and liability assessments for new ventures, acquisitions, divestments and asset transfer activities
- Advise the Head of HSE Support, asset leadership and project management on significant environmental risks, compliance matters and required management decisions
- Review and endorse environmental submissions, permit applications, technical studies and regulatory reports within delegated authority
- Manage strategic engagement with regulatory authorities, lenders, joint venture partners, industry bodies and other stakeholders
- Ensure compliance with lender environmental requirements, IFC Performance Standards, Equator Principles and other applicable international commitments
- Drive environmental sustainability, emissions reduction, decarbonization and climate related environmental initiatives, including GHG monitoring and reporting
- Provide environmental input to sustainability disclosures, corporate reports, emissions inventories and other approved external reporting
- Establish environmental KPIs, reporting standards and performance expectations
- Allocate responsibilities across the Environmental Management team and hold members accountable for objectives, technical quality and timely delivery
- Develop team competence, professional capability, knowledge transfer, succession and Omanisation plans
- Promote environmental awareness, accountability and consistent application of environmental requirements among employees and contractors
- Coordinate environmental audits, inspections, compliance evaluations and management assurance reviews
- Confirm environmental emergency response and spill contingency arrangements are established, tested and aligned with operational and regulatory requirements
