Job description
General Manager, Sourcing & Procurement at Omantel (Unit: Finance; Division: Sourcing & Procurement; Location: Muscat) reporting to the Chief Financial Officer with 3 direct reports. Role purpose is to enhance Omantelās competitiveness and minimize costs by procuring goods and services with the correct specifications under the best commercial conditions available in the market. The position develops and implements divisional strategy aligned with Omantelās plans; manages the divisional budget, tracks and reports variances; develops and maintains divisional policies, processes, and procedures; sets divisional objectives with SMART KPIs for each role; oversees SLAs for seamless service delivery; ensures quality, cost-effective procurement for Omantel; manages supplier relationships, tender processes, and cost-saving opportunities; strategically reduces costs across the supply chain while meeting quality standards; collaborates with internal stakeholders for effective procurement strategies; monitors market trends, identifies new suppliers, and assesses cost-saving technologies; and leverages market knowledge for optimal deals and negotiations. Minimum role requirements: Bachelor in a relevant discipline; for internal applicants, 8 years of relevant experience with at least 5 years in a management position; for external applicants, 10 years of relevant experience with at least 5 years in a management position. - Develop and implement the divisional strategy aligned with Omantelās corporate plans.
- Manage the divisional budget, track performance, and report variances to leadership.
- Establish and maintain divisional policies, processes, and procedures to govern sourcing and procurement.
- Set divisional objectives and SMART KPIs for each role to drive performance and accountability.
- Oversee SLAs with internal customers and suppliers to ensure seamless service delivery.
- Ensure quality, cost-effective procurement of goods and services that meet required specifications and commercial conditions.
- Manage supplier relationships and lead tender processes to identify cost-saving opportunities.
- Strategically reduce costs across the supply chain while maintaining quality standards.
- Collaborate with internal stakeholders to design and execute effective procurement strategies.
- Monitor market trends, identify new suppliers, and assess cost-saving technologies to improve commercial outcomes.
- Leverage market knowledge to secure optimal deals and negotiate favorable commercial terms.
- Provide leadership across the division, fostering learning, development, and change adoption aligned with innovation goals.
Experience & skills
- Hold a Bachelorās degree in a relevant discipline (e.g., Accounting & Finance or B.A Business Management (Hons)).
- Bring a minimum of 10 years of relevant experience with at least 5 years in a management position (external applicants); internal applicants require 8 years of relevant experience with at least 5 years in management.
- Demonstrate expertise in procurement strategy and planning, strategic sourcing, vendor management, and supply chain management.
- Show proven experience managing supplier relationships, leading tender processes, and executing cost-saving initiatives.
- Exhibit strong negotiation capabilities to secure optimal commercial terms and reduce total cost of ownership.
- Possess experience in budget management, variance reporting, and establishing SMART KPIs and SLAs.
- Demonstrate ability to develop and maintain policies, processes, and procedures for sourcing and procurement.
- Show capability to monitor market trends, identify new suppliers, and evaluate cost-saving technologies in the telecommunications context.
