Job description
The Sr. Project Manager / Resident Engineer (RE) is a senior leadership role responsible for overseeing large-scale infrastructure projectsâparticularly in high-stakes, fast-track environments like airports. This individual will lead the site-based PMC team, ensure contractor compliance, resolve technical and coordination issues, and liaise with high-level stakeholders. The role demands deep contract knowledge (especially FIDIC), experience in multidisciplinary project delivery, and commitment to quality and safety.

Key responsibilities
- Lead the on-site PMC team for all construction-related activities including HSE, supervision, and administration
- Monitor contractor performance and site progress to ensure on-time delivery
- Build and maintain working relationships with the client, contractors, and third parties
- Provide technical support and resolve constructability or procurement issues
- Review and validate project schedules, cost updates, and risk assessments
- Analyze contractor claims and recommend mitigations or resolutions
- Ensure quality through effective site inspections and approval protocols
- Interpret FIDIC contract clauses and advise the client on contractual implications
- Promote and enforce project-wide safety culture in compliance with HSE standards
- Mentor staff and support professional development of the project team
- Manage interface coordination among multiple contractors
- Support continuous improvement initiatives and operational excellence
- Ensure compliance with Hill Internationalâs QEHS policies throughout the project
Experience & skills
- Bachelor's degree in Civil Engineering or Construction Management (Master's preferred)
- Minimum 15 years of experience in infrastructure or airport development projects in GCC
- Extensive PMC or PMCM leadership experience
- Expertise in contract administration and claims under FIDIC
- Proven site leadership across multidisciplinary engineering teams
- Strong communication skills for interfacing with senior stakeholders
- Familiarity with GACA and ICAO standards (preferred)
- Track record of working in Saudi Arabia with international contractors
- Team-building and staff mentoring experience
- Commitment to project delivery, safety, and quality excellence
