Talent Pool ā Airport QA/QC Manager roles for Middle East projects focus on establishing and overseeing quality assurance and quality control systems across complex aviation developments. The role involves implementing quality plans, conducting audits and inspections, and ensuring compliance with international standards and project specifications across large-scale airport infrastructure developments. The Airport QA/QC Manager acts as the PMC representative for all QA/QC matters, coordinating between contractors, clients, and supervision teams during project execution while reviewing program-wide quality management plans and developing project-specific Quality Management Strategy and Plan in coordination with the Project Director. The role includes establishing project QA/QC procedures aligned with program-wide standards and Hill procedures, monitoring and reporting project non-conformances, issuing Non-Conformance Reports (NCRs), and administering quality assurance and quality control regimes across all project works. The position requires oversight of construction quality compliance, reviewing inspections, monitoring work quality, tracking deficiency corrections, issuing NCRs, and verifying acceptance of completed works. The Airport QA/QC Manager provides QA/QC input to weekly, monthly, and executive reports, conducts QA/QC meetings, formulates corrective actions, and ensures implementation of the PMC Performance Management Framework (PMF) for quality to achieve KPIs and milestone targets. Responsibilities extend to overseeing contractor quality delivery across construction, fit-out, and commissioning phases, participating in project close-out activities, verifying quality documentation, and ensuring compliance with Hill Internationalās Quality, Environmental, Safety, and Occupational Health policies and procedures. The role requires extensive knowledge of quality principles, quality tools, engineering, procurement, construction, testing, operations, and decommissioning quality requirements, along with experience applying reconciled corrective actions to non-conformance cases and knowledge of organizational requirements affecting quality planning. The position demands familiarity with computer applications, strong financial performance management awareness, international project experience preferably in GCC, ISO 9001 Lead Auditor or Lead Assessor certification, and experience managing large-scale airport or infrastructure projects within multinational environments.

Key responsibilities
- Act as the PMC representative for all QA/QC matters by coordinating between contractor, client, and supervision teams during project execution, ensuring compliance with quality assurance and quality control requirements across airport infrastructure development phases.
- Review the program-wide quality management plan provided by the client and develop, manage, and update project-specific Quality Management Strategy and Plan in coordination with the Project Director while ensuring alignment with project objectives and quality standards.
- Establish project QA/QC procedures integrated with program-wide standards and Hill procedures while administering quality assurance and quality control regimes across all project works and ensuring adherence to international standards.
- Monitor and report project non-conformances by issuing Non-Conformance Reports (NCRs), tracking corrective actions, verifying deficiency resolutions, and ensuring reconciliation of corrective actions across project deliverables.
- Manage and coordinate with Construction Supervision Consultant (CSC) to review inspections, monitor work quality, track deficiency corrections, issue NCRs, and verify acceptance of completed work across construction, fit-out, and commissioning phases.
- Conduct regular QA/QC meetings with stakeholders to review compliance performance, identify gaps, formulate corrective action items, and ensure continuous quality improvement across airport development projects.
- Ensure implementation of the PMC Performance Management Framework (PMF) for quality by tracking KPIs, monitoring milestone targets, and reporting performance metrics in weekly, monthly, and executive reports.
- Participate in project close-out activities by verifying quality documentation, ensuring compliance with approved plans, and enforcing adherence to Hill Internationalās Quality, Environmental, Safety, and Occupational Health policies and procedures.
Experience & skills
- Obtain Bachelor's degree in Engineering or Management from an accredited university with professional experience of at least 15+ years including holding the position of Quality Manager on large-scale airport or infrastructure projects.
- Hold qualification and experience as Lead Auditor or ISO 9001 Lead Assessor with demonstrated expertise in quality assurance and quality control systems implementation.
- Demonstrate extensive knowledge of quality principles and quality tools applied to engineering, environment, procurement, construction, testing, operations, and decommissioning activities.
- Possess knowledge of applying reconciled corrective actions to cases of non-conformity including issuance and management of Non-Conformance Reports (NCRs).
- Show knowledge of organizational requirements and functional specializations affecting quality plan programs and quality management frameworks.
- Demonstrate familiarity with computer applications and programs supporting project management, reporting, and quality monitoring processes.
- Exhibit experience working internationally with preference for GCC project experience and familiarity with cultural aspects of project management.
- Demonstrate ability to manage financial performance, work under pressure with tight deadlines, and maintain excellent command of written and spoken English while supporting project delivery.
