Job description
The Senior Director - Health & Safety - Residential leads comprehensive health and safety initiatives across Qiddiya Investment Company’s residential developments, creating a culture of safety for residents, construction teams, and stakeholders. The role develops and implements robust, residential-specific health and safety policies; conducts risk assessments; integrates HSE into all project phases from planning through execution; and monitors construction sites for compliance with applicable building codes, safety regulations, and best practices. Responsibilities include leading HSE training and awareness programs for employees and contractors; evaluating incident reports, driving root cause analysis, and implementing corrective and preventive actions to reduce risk and enhance safety performance; acting as the primary contact for audits and inspections to ensure procedures meet regulatory standards; and championing continuous improvement by leveraging safety performance monitoring, governance, and reporting. The position requires extensive experience in residential health and safety management, proven delivery of successful safety programs, knowledge of safety management systems, contractor HSE oversight, emergency response planning, and the ability to embed HSE rigor into project management, while aligning with industry trends and advancements in residential construction safety. Professional certifications such as NEBOSH or IOSH are desirable.

- Develop and implement robust health and safety policies tailored to residential development projects, ensuring alignment with building codes, safety regulations, and best practices
- Conduct and document comprehensive risk assessments, communicate control measures, and enforce safety requirements across construction and operational environments
- Lead HSE training and awareness programs for employees and contractors to institutionalize safe systems of work and improve safety competency
- Monitor construction sites and residential assets for HSE compliance, providing guidance, coaching, and interventions to project teams as required
- Review incident and near-miss reports, lead root cause analysis, and implement corrective and preventive actions to reduce recurrence and improve safety performance
- Collaborate with project management and delivery teams to integrate HSE requirements into plans, schedules, designs, and execution methodologies across all phases
- Serve as the primary point of contact for external and internal audits and inspections, ensuring documentation, procedures, and practices meet regulatory standards
- Champion a proactive safety culture by soliciting feedback, driving continuous improvement initiatives, and embedding learnings into standards and procedures
- Track, analyze, and report HSE performance metrics to leadership, recommending targeted improvements and resource prioritization
- Stay current with industry trends and advancements in residential construction health and safety and translate insights into updated policies and practices
Experience & skills
- Bachelor’s degree in Occupational Health, Safety Management, Engineering, or a related field; Master’s degree preferred
- 15+ years of experience in health and safety management within the residential sector or similar construction environments
- Extensive knowledge of building codes, safety regulations, and residential HSE best practices, with a track record of successful safety program development and implementation
- Demonstrated experience conducting risk assessments, incident investigations, root cause analysis, and implementing corrective actions
- Proven ability to lead audits and inspections and maintain compliance with regulatory standards and internal HSE governance
- Experience integrating HSE requirements across project lifecycles, from planning and design through construction and operations
- Professional certifications in health and safety (e.g., NEBOSH, IOSH) are desirable
- Strong project management capability with the ability to manage multiple priorities and deliver on HSE objectives
- Excellent communication, analytical, and problem-solving skills with the ability to influence diverse stakeholders
