Masdar is seeking a Head of Talent Development to lead the strategic design, development, and execution of enterprise-wide talent development initiatives that support Masdarās mission as a global clean energy investor, developer, and operator. Based at Masdar HQ in Abu Dhabi, the role is responsible for defining and leading a global talent development strategy aligned with Masdarās business priorities, renewable energy growth agenda, and long-term workforce readiness objectives. The position oversees leadership development frameworks across all career levels, from emerging leaders to senior executives, and partners with executive leadership to assess leadership capability, deliver tailored coaching solutions, and strengthen succession pipelines. The role drives the creation and governance of technical and behavioral competency frameworks embedded into performance management, talent reviews, and learning programs, supported by a global talent database providing data-driven insights on skills gaps and workforce capabilities. The Head of Talent Development leads learning and development strategies utilizing digital learning ecosystems including LMS, LXP, and AI-driven learning tools to enable scalable, personalized learning experiences, while applying metrics-driven approaches to measure learning impact and ROI. The role also encompasses career development frameworks, mentoring programs, international mobility strategies, succession planning, and strategic workforce readiness planning. A key focus includes UAE National Talent Development through Emirati graduate programs, career development initiatives, and collaboration with educational institutions and government bodies. The role further drives employee engagement, wellness, and recognition initiatives such as the Masdar Annual Awards and KAFU program, while leading and mentoring the talent development team and overseeing budget planning and performance monitoring within the People & Culture division.

Key responsibilities
- Drive the development and execution of annual operational business plans, KPIs, and performance reporting aligned with Masdarās strategic objectives
- Define and lead Masdarās global talent development strategy translating business needs into scalable capability-building programs
- Identify and implement learning platforms including LMS, LXP, and AI-driven learning tools to support personalized and scalable development
- Design and implement leadership development frameworks across all career levels from emerging leaders to senior executives
- Partner with executives to assess leadership needs, deliver coaching solutions, and strengthen succession pipelines
- Develop career frameworks including career pathing, mentoring, and development planning
- Promote career mobility through international assignments and global talent mobility strategies
- Oversee development and governance of technical and behavioral competency frameworks across divisions
- Embed competency frameworks into performance management, talent reviews, and learning programs
- Maintain a global talent database to provide insights on skills, gaps, and workforce opportunities
- Foster a culture of continuous learning through innovative learning and development strategies, microlearning, and experiential programs
- Measure learning effectiveness using data-driven metrics and ROI methodologies
- Partner with stakeholders to identify critical roles, successors, and talent gaps aligned to workforce planning
- Develop and implement Emirati graduate programs and UAE national talent development initiatives
- Build UAE national talent pools and integrate them into succession planning and workforce strategies
- Collaborate with educational institutions and government entities to attract, retain, and develop Emirati talent
- Drive employee engagement, wellness initiatives, and recognition programs including Masdar Annual Awards and KAFU
- Develop and implement action plans based on employee engagement survey outcomes
- Lead, mentor, and manage the talent development team to ensure performance, engagement, and professional growth
Experience & skills
- Hold an MBA or relevant Masterās degree and a Bachelorās degree in Human Resources, Business Administration, Psychology or equivalent
- Possess at least 12ā15 years of experience in Talent Development with a minimum of 5 years in a leadership role overseeing enterprise talent strategy
- Demonstrate deep expertise in competency modeling, succession planning, and learning principles
- Show proven experience in building scalable leadership and career development frameworks
- Have experience working in high-growth, innovation-driven or sustainability-focused industries such as global energy
- Demonstrate familiarity with digital learning ecosystems and talent platforms including Workday, Cornerstone, and Degreed
- Exhibit knowledge of change management concepts and trends and exposure to Middle East and GCC markets
