Job description
The Head of HR - CDO Office at NEOM will lead the Chief Development Officer Office’s HR strategy in alignment with NEOM’s people strategy, driving organizational structure, culture, and performance enhancements. This role partners with CDO leadership and NEOM HR to deliver integrated HR solutions that foster engagement and high performance, reflecting NEOM's values of care, curiosity, diversity, passion, and respect. The position oversees HR functions such as talent acquisition, employee relations, wellbeing programs, performance management, and engagement initiatives. Responsibilities include assessing and improving the CDO Office’s organizational culture, implementing HR metrics and KPIs, advising executives on policy and employee relations, coordinating with communications teams to align internal messaging, and operationalizing HR policies in collaboration with NEOM People Services and HR Policy teams. The role also contributes to enterprise-wide HR strategy, including onboarding, mobility, workforce data analysis, and employee lifecycle branding. The successful candidate will have 12+ years of HR leadership and operational experience, expertise in organizational development, strong problem-solving and change management skills, and proficiency in HRIS platforms. Advanced qualifications such as a Master’s degree or CIPD certification are preferred.

- Partner with CDO Office leadership and NEOM HR to deliver integrated HR solutions supporting performance, engagement, and alignment with values
- Assess and analyze organizational structure and culture, identifying improvement areas in partnership with NEOM HR
- Implement metrics and KPIs to measure the success of organizational development initiatives
- Lead the implementation of the CDO Office’s wellbeing strategy
- Oversee recruitment, collaborating with NEOM HR on hiring processes
- Advise executives and managers on employee relations, policies, grievances, and disciplinary matters
- Collaborate with NEOM People Services and HR Policy teams to operationalize HR policies
- Coordinate internal communications to reflect desired culture and values
- Contribute to NEOM-wide HR strategies including onboarding, performance management, engagement, mobility, and workforce data
- Support systems and process development for employee relations tracking and data analysis
Experience & skills
- 12+ years of proven HR leadership and operational experience
- Strong track record of partnering with executive leadership to drive HR strategy
- Deep understanding of organizational culture and employee experience
- Knowledge of HRIS platforms and tools
- Inspirational people leader with excellent interpersonal skills
- Strong problem-solving skills and decision-making in complex environments
- Proficient in project management, facilitation, and change management
- Outstanding verbal and written communication skills in English, with strong presentation abilities
- Influential and capable of leading through organizational change
- Bachelor’s degree in HR, Business Administration, or related field
- Master’s degree in HR or related discipline preferred
- CIPD or equivalent HR qualification
