Job description
The Compliance and Regulatory Strategy Manager role at Oliver Wyman, based in Dubai or Riyadh, is a senior position responsible for ensuring compliance with internal policies and external localization regulations across the India, Middle East, and Africa (IMEA) region. The role operates within a management consulting and professional services environment and focuses on guiding regional entities in maintaining regulatory compliance while enabling business growth through strategic risk management initiatives. The position requires extensive experience in compliance management, a strong understanding of accounting and statutory financial statements, and hands-on involvement in localization frameworks across markets including the UAE, Qatar, KSA, and South Africa. The role involves collaborating closely with finance teams to analyze statutory financial statements, identify key drivers influencing localization scores, and develop financial models and simulations for future projections. Responsibilities include monitoring local regulations, managing regulatory licensing and certification requirements, ensuring audit readiness, overseeing compliance-related projects, exercising control over internal policies such as Travel & Entertainment (T&E), designing policies and procedures to strengthen governance, managing compliance risks, supporting senior regional leadership on strategic initiatives, and operating within Marsh McLennanâs hybrid work model, which requires at least three days per week in-office or onsite with clients.

Key responsibilities
- Collaborate strategically with finance teams to navigate and optimize localization frameworks across markets including UAE, Qatar, KSA, and South Africa
- Analyze statutory financial statements to identify drivers impacting localization scores and develop financial models and future projections
- Design and drive strategies that improve localization scores with a focus on local talent development and procurement practices
- Monitor local regulations, assess compliance risks, and communicate potential regulatory impacts to senior management
- Ensure adherence to all regulatory licensing and certification requirements to maintain audit readiness and operational fitness
- Act as a compliance liaison to oversee projects impacted by localization mandates and address deviations in a timely manner
- Assess and investigate breaches of internal Travel & Entertainment (T&E) policy through expense analysis and travel compliance reviews
- Verify use of designated travel agencies to enhance localization scores and identify top spenders for accurate cost allocation
- Collaborate with HR teams to recover non-compliant expenses through payroll adjustments
- Develop and implement policies and procedures to strengthen governance, controls, and risk mitigation across operations
- Manage and review the performance of direct reports, providing feedback, support, and professional development guidance
- Provide ad hoc compliance and regulatory support to the Regional COO, Finance Director, and Chief of Staff on strategic initiatives
Experience & skills
- Have a minimum of 8â10 years of experience in compliance and operations within consulting or professional services environments
- Demonstrate strong experience with localization regulations and frameworks and a solid understanding of financial processes and procedures
- Apply advanced analytical and strategic thinking to implement operational strategies that drive efficiency and business growth
- Exhibit proven project management expertise delivering complex compliance and regulatory projects on time
- Communicate effectively with cross-market teams and external authorities, delivering presentations with authority to senior management
- Manage multiple projects and priorities simultaneously with strong attention to detail
- Maintain verbal and written fluency in English, with Arabic language capability preferred but not essential
