The Strategic Highway Operations Manager (Road Operations & Maintenance) at Egis is responsible for leading and overseeing all highway operations and maintenance (O&M) activities for the road network in Doha, Qatar. The Strategic Highway Operations Manager plays a critical leadership role responsible for ensuring the safe, efficient, and sustainable operation of highway infrastructure through the implementation of advanced operations and maintenance (O&M) programs. The role involves developing and implementing comprehensive strategic plans for highway operations management while ensuring alignment with organizational objectives, regulatory compliance requirements, and infrastructure performance standards. The position oversees daily highway network operations including traffic management systems, incident management procedures, emergency response protocols, and road maintenance management activities. The manager leads operations and maintenance teams responsible for infrastructure asset management, maintenance scheduling, and operational performance monitoring while ensuring the effective allocation of resources and staff supervision to maintain service quality standards. The role includes analyzing operational data, performance metrics, and Key Performance Indicators (KPIs) to identify operational inefficiencies and implement data-driven improvements that enhance operational efficiency and infrastructure performance. The Strategic Highway Operations Manager coordinates closely with contractors and external service providers responsible for maintenance works and capital infrastructure projects while ensuring timely completion and quality delivery. The role also involves operations budget management and cost control to maintain financial efficiency while delivering high service standards. The manager ensures compliance with road safety standards, environmental regulations, and Qatar regulatory compliance requirements applicable to transportation infrastructure operations. The role conducts infrastructure inspections, audits, and condition assessments to prioritize maintenance interventions and long-term asset management planning. Additionally, the manager prepares operational reports and presentations for senior leadership, maintains stakeholder communication with government agencies and external partners, and leads incident management and emergency response protocols designed to minimize traffic disruption and ensure public safety across the highway network.

Key responsibilities
- Develop and implement comprehensive strategic planning frameworks for highway operations management and road maintenance management programs while ensuring alignment with organizational objectives, regulatory compliance requirements, and long-term infrastructure asset management strategies.
- Oversee daily operations of the highway network including traffic management systems, incident management procedures, and emergency response protocols while ensuring efficient and safe operation of transportation infrastructure.
- Lead and supervise operations and maintenance (O&M) teams by providing staff supervision, training, performance management, and operational guidance to ensure high levels of productivity, operational efficiency, and service delivery.
- Analyze operational data, performance metrics, and Key Performance Indicators (KPIs) to evaluate highway operational efficiency, identify infrastructure performance gaps, and implement data-driven operational improvement strategies.
- Coordinate contractor management and vendor coordination activities to ensure maintenance scheduling, repair works, and infrastructure capital projects are delivered on time and according to quality standards.
- Manage operations and maintenance budgets including cost control measures, financial planning, and resource allocation to maintain infrastructure service quality while optimizing operational expenditures.
- Ensure full compliance with road safety standards, environmental regulations, and Qatar regulatory compliance requirements related to highway operations and infrastructure management.
- Conduct regular infrastructure inspections and operational audits to assess road conditions, evaluate infrastructure performance, and prioritize maintenance activities required to sustain highway infrastructure reliability.
Experience & skills
- Obtain a Bachelor’s degree in Civil Engineering, Infrastructure Management, Transportation Engineering, or a related discipline supporting professional responsibilities in highway operations management and infrastructure asset management.
- Demonstrate a minimum of 8 years of professional experience in highway operations, road maintenance management, or transportation infrastructure operations including experience overseeing operations and maintenance (O&M) programs.
- Possess at least 5 years of experience in strategic management roles or senior operations leadership positions responsible for managing infrastructure operations, operational teams, and large-scale road network programs.
- Show proven experience managing large-scale infrastructure operations and transportation infrastructure projects involving highway operations, maintenance scheduling, and infrastructure asset management systems.
- Demonstrate practical experience in contractor management and vendor coordination related to infrastructure maintenance services, infrastructure inspections, and capital infrastructure projects.
- Possess strong expertise in traffic management systems, incident management procedures, emergency response protocols, and road safety standards applied in highway infrastructure operations.
- Demonstrate experience using operational performance metrics, Key Performance Indicators (KPIs), and infrastructure performance analysis to monitor operational efficiency and improve service delivery outcomes.
- Preferably possess experience working within highway operations and maintenance programs in the Middle East region with knowledge of regional regulatory compliance requirements and transportation infrastructure management practices.
