Job description
The Tax Policy & Controversy – Manager will play a critical leadership role within EY’s International Tax & Transaction Services (ITTS) practice in Kuwait. The role focuses on leading complex client engagements involving tax policy developments, tax audits, disputes, and regulatory changes. The Manager will provide strategic advice to multinational and domestic clients navigating evolving tax frameworks, including OECD-driven reforms and cross-border measures. This position combines technical tax expertise, client advisory, regulatory engagement, and team leadership responsibilities. The successful candidate will manage project delivery, draft high-level technical documentation, engage with tax authorities, and contribute to the strategic growth of the Tax Policy & Controversy practice while mentoring junior professionals and maintaining strong stakeholder relationships.

Key responsibilities
- Lead and manage complex tax policy and controversy engagements, ensuring delivery of high-quality, technically sound, and timely advice to multinational and domestic clients operating in dynamic regulatory environments.
- Advise clients on legislative and regulatory developments impacting their tax positions, including domestic reforms, international tax changes, and cross-border measures affecting business structures and transactions.
- Manage tax controversy matters such as audits, assessments, disputes, and negotiations with tax authorities, developing defense strategies and coordinating responses to inquiries and technical challenges.
- Draft, review, and finalize technical memoranda, position papers, policy submissions, and advocacy materials that clearly articulate tax interpretations, risk assessments, and strategic recommendations.
- Provide strategic insight on global tax developments, including OECD initiatives such as Pillar One and Pillar Two, BEPS measures, and emerging international tax frameworks affecting cross-border operations.
- Build and maintain strong professional relationships with clients, tax authorities, policymakers, and industry stakeholders, acting as a trusted advisor and representative of the firm in regulatory discussions.
- Oversee engagement teams by allocating responsibilities, reviewing deliverables, mentoring junior staff, and fostering a collaborative, high-performance culture aligned with quality and risk management standards.
- Contribute to business development initiatives by identifying opportunities for new engagements, supporting proposal development, and strengthening the growth trajectory of the Tax Policy & Controversy practice.
Experience & skills
- Bachelor’s degree in Law, Taxation, Economics, Accounting, or a related discipline, with an advanced degree such as an LLM or Master’s in Taxation preferred.
- Minimum of 5 years of relevant experience in tax policy, tax controversy, or international taxation gained within a Big 4 firm, reputable law firm, government authority, or multinational corporation.
- Strong technical understanding of domestic and international tax regimes, audit methodologies, dispute resolution frameworks, and cross-border taxation principles.
- Demonstrated experience managing complex client engagements, including direct interaction with senior stakeholders and successful delivery of technically demanding projects.
- Excellent analytical, research, and problem-solving skills, with the ability to assess tax risks, interpret legislative developments, and formulate pragmatic and commercially sound solutions.
- Superior written and verbal communication skills in English, with the ability to influence and advise senior executives, regulators, and policymakers effectively.
- Proven project management capabilities, including planning, prioritizing, meeting deadlines, managing budgets, and supervising multi-layered teams across concurrent engagements.
- Strong interpersonal skills and the ability to build trusted relationships across diverse teams and external stakeholders while demonstrating commercial awareness and client-centric focus.
