Egis, an international engineering, consulting, construction engineering, architecture, and mobility services organization operating in 100 countries, is seeking a Technical Manager – Rail Systems to lead detailed design coordination for a High-Speed Rail project in Dubai. The role focuses on technical governance, multidisciplinary design coordination, design assurance, and interface management across Trackwork, Overhead Contact System (OCS), Yellow Plant, RAMS, Cyber Security Requirements Management, and Configuration Management to ensure compliant, integrated, and timely design delivery. The Technical Manager will oversee the detailed engineering of ballastless and ballasted track systems, alignment, clearances, and dynamic envelope requirements while managing OCS design including foundations, earthing and bonding, steel columns, mechanical and electrical layouts, and integration with traction power principles. The role includes coordination with civil and structural teams, specification and integration of Yellow Plant requirements including maintenance vehicles, inspection units, tampers, grinders, maintenance locomotives, and depot or Infrastructure Maintenance Facility (IMF) requirements. The candidate will lead RAMS activities including hazard identification, risk assessments, mitigation planning, and reliability, availability, maintainability, and safety compliance throughout design phases. Responsibilities also include managing interfaces with civil works, structures, depots, rolling stock, signaling, telecoms, power supply, utility providers, and stakeholders while maintaining Interface Control Documents (ICDs) and ensuring effective data exchange. The Technical Manager will implement structured requirements management ensuring traceability across design lifecycle stages and maintain configuration control of design baselines, change control processes, and design revision tracking. The role also includes stakeholder engagement, leading technical meetings and design reviews, preparing progress and risk reports, ensuring compliance with applicable codes and standards, and supporting internal and external audits for quality assurance and safety compliance across high-speed rail systems.

Key responsibilities
- Lead and manage the detailed design process for Trackwork, Overhead Contact System (OCS), Yellow Plant, and associated railway system elements ensuring compliance with project specifications, technical standards, and contract requirements while overseeing design reports, engineering calculations, drawings, BoQs, and IFC deliverables.
- Direct detailed engineering for ballastless and ballasted track systems including alignment design, clearance analysis, and dynamic envelope requirements while coordinating with civil and structural teams to resolve interface constraints and design dependencies.
- Manage OCS engineering design including foundations, earthing and bonding, steel columns, mechanical and electrical layouts, and integration with traction power systems ensuring compatibility with trackwork and infrastructure requirements.
- Oversee specification and integration of Yellow Plant requirements including maintenance vehicles, inspection units, tampers, grinders, maintenance locomotives, and depot or Infrastructure Maintenance Facility (IMF) needs ensuring operational compatibility and safety compliance.
- Lead RAMS activities across system packages including hazard identification, risk assessments, mitigation actions, and support for reliability, availability, maintainability, and safety requirements throughout design lifecycle phases.
- Identify and manage interfaces across civil works, structures, depots, rolling stock, signaling, telecoms, power supply, and utility providers while maintaining Interface Control Documents (ICDs) and resolving technical interface conflicts.
- Implement requirements management processes ensuring system, design, and third-party requirements are captured, allocated, validated, and traceable throughout the design lifecycle.
- Establish configuration management processes including design baseline control, change management, revision tracking, and approval workflows ensuring accurate documentation and compliance.
- Engage stakeholders including client, engineers, contractors, designers, and external stakeholders while leading technical meetings, design reviews, and providing progress, technical, and risk reports.
- Ensure quality and compliance of design deliverables with applicable rail codes, safety standards, and engineering specifications while overseeing design audits and supporting assurance documentation.
Experience & skills
- Demonstrate 15+ years of experience in railway systems design with strong exposure to high-speed rail infrastructure and multidisciplinary systems integration.
- Possess Bachelor's or Master's degree in Civil, Mechanical, Electrical, or Systems Engineering supporting technical leadership in rail engineering design.
- Demonstrate strong technical expertise in Trackwork, Overhead Contact System (OCS), or multi-system rail packages including alignment design and traction integration.
- Show experience in Yellow Plant integration including maintenance vehicles, inspection units, tampers, grinders, and depot or Infrastructure Maintenance Facility requirements.
- Demonstrate knowledge of RAMS processes including hazard identification, risk assessment, and mitigation planning across rail infrastructure projects.
- Possess experience in requirements management, configuration management, and interface management across multidisciplinary railway systems.
- Demonstrate familiarity with rail standards, engineering codes, and system engineering practices applicable to high-speed rail projects.
- Show experience coordinating multidisciplinary design teams, managing stakeholder engagement, and delivering compliant design outputs within schedule commitments.
- Demonstrate proficiency with design management tools and requirements and configuration management systems.
- Possess ability to manage technical governance, resolve engineering issues, and maintain project design schedules across complex rail infrastructure programs.
