Job description
The Private Bank β Program Transformation Lead (Emerging Markets) β Vice President role at Deutsche Bank Wealth Management is responsible for leading and driving change-the-bank (CTB) transformation initiatives across the Middle East, specifically Dubai and Saudi Arabia. The role focuses on designing, governing, and delivering large-scale programs to modernize private banking business processes, regulatory compliance frameworks, and technology platforms aligned with strategic objectives for the region and offshore booking centres. The position works closely with business leaders, product teams, technology, operations, risk, compliance, and external vendor partners to ensure seamless execution of transformation initiatives. The role oversees organisational change management, program governance, testing and implementation activities, regulatory alignment with authorities such as SAMA, CMA, and DFSA, and coordination with offshore booking centres in Switzerland, Luxembourg, United Kingdom, Singapore, and Hong Kong. The position also establishes KPIs and benefits realization tracking aligned to Private Bank Target Operating Model (PB TOM) and dbClarity, translates business requirements into executable change epics, manages IT and vendor delivery, and ensures adoption of new platforms, processes, and functionalities to enhance client experience, operational efficiency, risk reduction, and regulatory compliance across Emerging Markets.

Key responsibilities
- Build and maintain strong relationships with stakeholders across product, risk, operations, compliance, technology, and external vendors
- Drive optimization initiatives by identifying opportunities, defining projects, and planning delivery to improve performance and regulatory compliance with SAMA, CMA, and DFSA
- Lead and manage organisational change, communication strategies, and adoption of new business processes, platforms, and functionalities
- Oversee testing and implementation activities including user acceptance testing coordination and execution of user training
- Establish and execute program governance frameworks, providing regular updates to business sponsors and reporting risks and issues to senior leadership
- Ensure adherence to regulatory frameworks and internal risk policies applicable to Dubai and Saudi Arabia
- Coordinate with offshore booking centres in Switzerland, Luxembourg, United Kingdom, Singapore, and Hong Kong to align scope, sequencing, readiness, and benefits realization
- Manage local governance processes including sponsor meetings, control function reviews, and contributions to EM Change Forum and QBR materials
- Translate business requirements into executable change epics and manage vendor and IT delivery to ensure quality functional designs
- Define and track KPIs and benefits realization metrics including cost savings, revenue uplift, and risk reduction aligned with PB TOM and dbClarity
Experience & skills
- Minimum of 12+ years of experience delivering high-impact transformation projects within Private Banking or Wealth Management
- Strong understanding of regulatory environments in Dubai and Saudi Arabia including SAMA, CMA, and DFSA requirements
- Experience in stakeholder facilitation, engagement, and leadership of cross-functional project working groups
- Knowledge of Saudi Arabia financial market infrastructure including PTTP phases, Tadawul exchange, Muqassa, Edaa, Tanfeeth programme waves, and Stelink payments (SARIE)
- Understanding of KSA and Dubai KYC requirements
- Product knowledge across Equity, Custody, Structured Products, transaction-related advisory mandates, Deposits, Payments, FX, and Lending against equity
- Bachelorβs, Masterβs, or MBA degree in Business Management, Project Management, or a related discipline
- Proven track record of delivering process, technology, and operating model changes that increased efficiency and delivered measurable value
- Experience with Agile and Waterfall delivery methodologies and tools such as Jira, Confluence, and MS Office
- Ability to apply Design Thinking methodologies including User Personas, User Journeys, and MVP experimentation
- Comfort working with ambiguity in virtual, matrixed, and global team environments
