Job description
The Senior Onboarding Governance & Operating Model Consultant is responsible for designing, implementing, and governing enterprise onboarding governance frameworks within complex transformation environments. The role focuses on defining onboarding policies, standards, and compliance controls, establishing onboarding stage-gate processes and approval workflows, and developing accountability models and RACI matrices for onboarding activities. The consultant monitors onboarding KPIs, SLAs, and performance dashboards to ensure transparency, performance tracking, and alignment with the enterprise operating model. Within large transformation programs, the role governs onboarding streams, manages onboarding-related risks, issues, and escalations, aligns onboarding milestones with overall program timelines, and provides executive reporting and decision-support insights. The consultant leads cross-functional onboarding steering forums and ensures that onboarding processes are fully aligned with the Target Operating Model (TOM), including defining roles, responsibilities, and decision rights across business units. The position standardizes onboarding workflows across regions and functions, supports operating model transitions during transformation initiatives, and ensures onboarding processes enable strategic workforce and business objectives. Additionally, the consultant tracks benefits realization and onboarding value metrics, drives continuous improvement across the onboarding lifecycle, conducts onboarding maturity assessments, and recommends structured improvements to strengthen governance, performance, and operating model alignment within PMO, Strategy, or Transformation Offices operating in cross-functional, matrixed environments.

- Design and implement enterprise onboarding governance frameworks by defining onboarding policies, standards, and compliance controls, establishing stage-gate processes and approval workflows, and developing accountability models and RACI matrices for all onboarding activities.
- Monitor onboarding KPIs, SLAs, and performance dashboards to ensure compliance with governance standards and maintain alignment between onboarding processes and the enterprise operating model.
- Govern onboarding streams within large transformation programs by managing onboarding-related risks, issues, and escalations, and aligning onboarding milestones with overall program timelines.
- Provide executive reporting and decision-support insights through structured updates, performance dashboards, and governance reviews to enable informed leadership decisions.
- Lead cross-functional onboarding steering forums to coordinate stakeholders across business units and ensure adherence to onboarding governance frameworks and program objectives.
- Align onboarding processes with the Target Operating Model (TOM) by defining roles, responsibilities, and decision rights across business units and embedding operating model design principles into onboarding workflows.
- Standardize onboarding workflows across regions and functions and support operating model transitions during transformation initiatives to ensure consistency, scalability, and governance compliance.
- Drive business management and performance improvement by tracking benefits realization and onboarding value metrics, conducting onboarding maturity assessments, and implementing continuous improvement initiatives across the onboarding lifecycle.
Experience & skills
- Demonstrate 11+ years of experience in Governance, Program Management, Business Management, or Operating Model Design within complex organizational environments.
- Show proven experience designing enterprise onboarding or process governance frameworks, including definition of policies, compliance controls, stage-gate processes, approval workflows, and RACI matrices.
- Possess a strong background in Project/Program Management within complex organizations, including governance of onboarding streams and alignment with transformation program timelines.
- Demonstrate experience working within PMO, Strategy, or Transformation Offices, embedding onboarding governance within broader enterprise transformation structures.
- Exhibit expertise in monitoring KPIs, SLAs, performance dashboards, and benefits realization metrics to support data-driven decision-making and executive reporting.
- Apply experience in aligning onboarding processes with the Target Operating Model (TOM) and supporting operating model transitions during transformation initiatives.
- Demonstrate strong capability in risk management, issue management, and escalation management related to onboarding governance within cross-functional environments.
- Show experience operating in cross-functional, matrixed environments with executive-level stakeholder management and structured executive communication and reporting.
