Job description
This Dubai-based senior management role within PwC’s Government Reporting team focuses on consulting assignments related to public sector financial reporting, especially transitions from cash to accrual accounting under IPSAS. The manager will work on transformation projects, support optimization of government entity balance sheets, and deliver complex client engagements, including executive reporting and technical documentation. Responsibilities include client and project management, business development, and mentoring junior staff. Candidates must have deep knowledge of IPSAS and IFRS, experience in public finance management and government accounting, and the ability to conduct technical research and produce client-facing documents. A background in consulting is preferred. The role demands strong project leadership skills, collaboration across PwC service lines, Arabic fluency, and the ability to work under pressure. There is also a requirement for travel, including potential assignments in KSA. The position reports directly to the leadership team and contributes to PwC's strategic vision in the Middle East public sector advisory space.

- Assist leadership in building a long-term vision and strategy for growing the business
- Pursue business development opportunities and lead their delivery
- Manage client engagements, project budgets, and resource allocation across a portfolio
- Create, review, and deliver complex client deliverables including executive-level reports
- Conduct in-depth research on IPSAS and IFRS accounting topics and prepare technical papers
- Coach and develop junior team members within the government reporting practice
- Collaborate with other PwC service lines including Assurance, Tax, Strategy&, and Deals
- Engage with senior government officials, company management teams, and other stakeholders
- Lead training and mentoring for junior staff and support career path development
- Stay updated on digital delivery trends and their impact on government accounting transformations
Experience & skills
- Hold a Bachelor Degree in a related sector
- Have 6+ years of experience, preferably within a consulting environment
- Demonstrate expertise in IPSAS, IFRS, and cash to accrual conversions
- Understand public finance management and government accounting practices
- Possess strong Microsoft Office skills including Excel, Word, and PowerPoint
- Exhibit excellent verbal and written communication skills in both Arabic and English
- Be willing and able to work in KSA
