Job description
The Senior Manager – Real Estate (Legal) at NEOM in Saudi Arabia is a senior legal role focused on providing legal advisory and transactional support for NEOM’s ambitious real estate, land, and property projects. The role involves leading legal support for complex project transactions, drafting and negotiating agreements and ancillary documents, and serving as a trusted advisor to business stakeholders. The Senior Manager will collaborate closely with outside counsel, act as an internal liaison on real estate matters, and provide assurance to project teams on compliance, contractual structuring, and regulatory requirements. Responsibilities also extend to advising on environmental law, planning, corporate structuring, investment management, and disputes when required. The position requires extensive experience managing large-scale project developments from planning to completion, exceptional negotiation and drafting skills, and strong commercial acumen. Candidates must possess a law degree from a leading university or law school, with at least 10 years of PQE gained in law firms or in-house roles. Knowledge of GCC and Saudi legal frameworks is desirable, as is experience in environmental and planning law. The role requires strong stakeholder management, critical thinking, adaptability, and the ability to work under pressure while upholding NEOM’s culture, values, and Code of Conduct.

Key responsibilities
- Take the lead on real estate project transactions, related documentation, reviews, and negotiations
- Draft and negotiate diverse agreements and ancillary documents, based on NEOM templates
- Collaborate with outside counsel and serve as the primary internal liaison on real estate legal matters
- Provide legal advisory support to business units and ensure compliance with real estate regulations
- Analyze and communicate legal advice on project-related queries
- Provide training, guidance, and legal support to colleagues within the legal department
- Ensure legal compliance with environmental, planning, and land-use requirements where applicable
- Assist in corporate structuring, investment management, and dispute resolution as needed
- Build and maintain trusted relationships with business partners and stakeholders
- Support NEOM’s Legal & Compliance department in achieving organizational objectives
Experience & skills
- Hold a bachelor’s degree in Law or a related field
- Possess a law degree from a leading university and/or law school with superior academic credentials
- Have at least 10 years of experience in real estate, land, or property law, with relevant PQE
- Demonstrate extensive experience in managing large and complex project transactions
- Have prior law firm or in-house counsel experience
- Exhibit excellent contract drafting, negotiation, and commercial advisory skills
- Be able to advise on environmental, planning, and land-use law (preferred)
- Possess GCC legal experience (preferred)
- Saudi nationality considered an advantage
- Be capable of managing multiple priorities and working under pressure
- Demonstrate strong emotional intelligence, diplomacy, and stakeholder engagement abilities
- Show strong analytical, critical thinking, and communication skills
- Be willing to be based in the NEOM community
