Job description
Jacobs is seeking a Senior Operations & Maintenance (O&M) Consultant – Water & Wastewater to join its Operations Management and Facility Services (OMFS) group within the People & Places (PPS) line of business, based in Abu Dhabi under a hybrid working model. The OMFS group delivers Operations & Maintenance (O&M), facilities management, and asset management services for state and local governments and private clients, operating as a dedicated service centre supporting the wider APACME business with industry leading O&M, tactical asset management and facility management solutions. This senior role focuses on delivering high-quality O&M advisory services, tactical asset management support, and operational improvement initiatives for major water and wastewater utilities, public agencies, and private sector clients across the Middle East. The consultant will drive development and implementation of O&M strategies, lead condition and criticality assessment activities including remaining-life calculations and decay forecasting, shape digital O&M solutions, and collaborate with multidisciplinary teams to deliver sustainable, efficient and compliant asset operations. The position requires strong expertise in water utility operations and maintenance, water and wastewater treatment technologies, equipment availability, reliability and maintainability improvement programs such as RCM, Root Cause Analysis and FMECA, DBO and EPCM contracting and delivery, Operational Readiness frameworks and activities, O&M training competency frameworks and delivery, O&M performance management systems and benchmarking, performance-based O&M contract management, business improvement processes and methodologies, International Infrastructure Management Manual (IIMM) processes, and CMMS/EAM systems with operations-focused implementation. The role includes developing O&M documents including commissioning documentation, supporting utility commissioning, implementing whole-of-life O&M frameworks, plans, procedures and processes, developing short- and long-term O&M strategies aligned with CAPEX/OPEX forecasts, analysing complex O&M data sets and performance trends, preparing O&M reports, cost estimates and staffing forecasts, and supporting business development and proposal preparation. The consultant will maintain 80–85% billable utilisation, conduct project follow-up reviews to ensure client satisfaction, support development of O&M mobility and digital applications, contribute to marketing and expansion of OMFS service offerings and training solutions, and strengthen Jacobs’ OMFS growth and service delivery across the ME region. The position requires regular travel within the Middle East and occasional international travel, regular client-site presence, close collaboration with APACME OMFS teams and global practice groups, and active involvement in developing new and existing client relationships. Demonstrated Middle East regional experience, professional/business level English, and strong MS Office skills including Word, Excel, PowerPoint, Visio, MS Project and Outlook are required, with desirable experience in PPP or large-scale DBO projects, full lifecycle infrastructure programs from design through operations and maintenance, consultancy and industry exposure, involvement in O&M or AM professional organisations, and Arabic language skills.

- Develop O&M documents including commissioning documentation, support utility commissioning, and implement O&M training competency frameworks and delivery programs
- Shape and implement digital O&M tools, analytics and data-collection systems, including CMMS/EAM systems and operations-focused implementation, to optimise performance and benchmarking
- Prepare and present O&M reports, cost estimates, staffing forecasts, and performance analyses while analysing and interpreting complex O&M data sets and performance trends
- Support business development, client engagement, proposal preparation, marketing and expansion of OMFS service offerings, and conduct project follow-up reviews to ensure client satisfaction while maintaining 80–85% billable utilisation
Experience & skills
- Possess 10–15 years’ experience in O&M strategy identification and implementation, including minimum 10 years’ experience in planning and scheduling and minimum 10 years’ experience in water utility operations and maintenance
- Demonstrate strong technical understanding of water and wastewater treatment technologies and extensive experience in equipment availability, reliability and maintainability improvement programs such as RCM, Root Cause Analysis and FMECA
- Show experience in DBO and EPCM contracting and delivery, PPP or large-scale DBO project environments, performance-based O&M contract management, and full lifecycle infrastructure programs from design through construction, commissioning, operations and maintenance
- Exhibit expertise in condition and criticality assessment, remaining-life calculations, decay forecasting, Operational Readiness frameworks, O&M performance management systems, International Infrastructure Management Manual (IIMM) processes, and CMMS/EAM systems implementation
- Demonstrate capability to develop and implement digital O&M tools, analytics and data-collection systems, prepare O&M reports, cost estimates and staffing forecasts, and analyse complex O&M data sets and performance trends
- Prove ability to support client O&M teams, coordinate with third-party service providers, work independently on client sites and collaboratively within multidisciplinary teams, and travel regularly within the Middle East and occasionally internationally
- Possess strong MS Office skills including Word, Excel, PowerPoint, Visio, MS Project and Outlook, professional/business level English communication skills, and demonstrated professional experience working in the Middle East with regional clients
- Show involvement in O&M or AM professional organisations or industry committees, ability to mentor junior staff and share knowledge across service lines, and preferably Arabic language skills
