The Infrastructure Lead – Wet & Dry Utilities Engineer (Airport Civil Infrastructure Design) supports the development of the King Salman International Airport (KSIA) project in Riyadh, a large-scale sustainable aviation infrastructure program designed to become one of the world’s largest international aviation hubs. The airport expansion aims to accommodate up to 120 million passengers annually by 2030, increasing current capacity from 30 million passengers, and is expected to reach 185 million passengers and 3.5 million tons of cargo annually by 2050. The project integrates sustainability at its core and is targeting LEED Platinum certification through the integration of renewable energy systems and advanced green initiatives. The role focuses primarily on design activities including advanced infrastructure planning, hydraulic modeling, and ensuring compliance with regulatory standards and project specifications. The engineer acts as Engineer of Record (EOR), registered with the relevant KSA authority, and is responsible for certifying as-built documentation, issuing Design Construction Compliance Certificates, and verifying compliance with approved designs. Technical responsibilities include designing service infrastructure such as storage tanks, stormwater channels, lift stations, and ponds, while planning and integrating wet utility networks including water supply systems, wastewater systems, stormwater drainage systems, firefighting water networks, and irrigation networks. The position involves preparing and reviewing technical documentation, specifications, calculations, and shop drawings to ensure alignment with project standards and regulatory guidelines. The engineer conducts wet utilities design using specialized engineering tools including AutoCAD, Civil 3D, and other wet utilities design software while supporting coordinated 3D modeling of infrastructure systems and integration with Building Information Modeling (BIM) standards. The role includes project management and information management responsibilities such as delivering engineering tasks within schedule and budget constraints, supporting scope development and fee proposals, managing digital design deliverables through the Common Data Environment (CDE), and coordinating multi-disciplinary BIM models to ensure effective interface management between design and construction teams. The position also ensures integration between design and construction packages to eliminate gaps, prevent misalignment, and ensure constructability. The role may require site visits to assess airport conditions, collect technical data, and validate design assumptions. Additionally, the position promotes innovation by supporting digital transformation initiatives including AI and digitization within wet utilities engineering and by adopting new digital tools to improve engineering efficiency. The role requires extensive experience in civil infrastructure design, particularly in Middle East airport infrastructure projects, with strong expertise in hydraulic modeling, catch basin sizing and spacing, manhole sizing and spacing, hydrant spacing, and utilities profile design.

Key responsibilities
- Serve as Engineer of Record (EOR) registered with relevant KSA authorities and ensure regulatory compliance for wet and dry utilities infrastructure
- Review and certify as-built documentation to confirm alignment with approved engineering designs and project specifications
- Issue Design Construction Compliance Certificates in accordance with regulatory requirements
- Design civil infrastructure service structures including storage tanks, stormwater channels, lift stations, and ponds
- Plan, design, and integrate wet utility systems including water distribution, wastewater networks, stormwater drainage systems, firefighting water networks, and irrigation systems
- Prepare and review technical documentation, engineering calculations, specifications, and shop drawings to ensure compliance with project standards
- Conduct wet utilities design using engineering software such as AutoCAD, Civil 3D, and other wet utilities design platforms
- Lead design reviews and approve design modifications based on site-specific conditions while ensuring compliance with KSA authority guidelines
- Manage engineering tasks and deliver project assignments within budget, timeline, and quality standards
- Support development of project scopes, technical approaches, and engineering fee proposals
- Utilize the Common Data Environment (CDE) to manage BIM models and drawings in accordance with project and Jacobs BIM standards
- Coordinate multidisciplinary BIM models and manage interfaces between design and construction teams to prevent design conflicts and ensure buildability
- Perform site visits to assess airport infrastructure conditions and collect technical data for engineering planning
- Promote innovation by introducing AI and digitization initiatives within wet utilities engineering processes
Experience & skills
- Hold a Civil or Mechanical Engineering degree
- Possess minimum 15 years of professional experience in civil infrastructure engineering
- Have at least 7–8 years of experience in civil infrastructure or airport development projects
- Demonstrate project experience within the Middle East region
- Demonstrate expertise in wet utility systems design including water distribution, sewage collection, fire water networks, and drainage networks
- Demonstrate proficiency in AutoCAD or equivalent CAD software and coordinated 3D modeling using Civil 3D or similar utilities design tools
- Demonstrate strong knowledge of hydraulic modeling including catch basin sizing and spacing, manhole sizing and spacing, hydrant spacing, utilities profiles, and system performance evaluation
- Demonstrate understanding of KSA authority regulations and infrastructure design compliance requirements
- Show willingness to travel for project site visits and coordination
- Possess experience in construction monitoring to verify compliance with approved design documents (preferred)
