Job description
The Senior Executive - HSE role is responsible for implementing and maintaining the HSE Management System within DHCM Community Management to ensure full compliance with DHCM HSE Standards and all applicable legal requirements. The role focuses on proactively and cost-effectively managing HSE risks across communities by conducting compliance audits, inspections, and reviews, and by continuously improving HSE awareness among staff, residents, tenants, contractors, service providers, and suppliers. The position involves communicating and implementing HSE Management Systems, Emergency Response, and Crisis Management plans with Zone Heads, Community, Infrastructure, and Retail Managers, and Safety Officers. The role ensures contractor and service provider activities comply with approved Contractor HSE Plans and contractual HSE requirements. It includes chairing safety meetings, reviewing Fire and Life Safety drawings, performing fire risk assessments, auditing compliance with the UAE Fire and Life Safety Code, attending incidents and emergencies, preparing investigation and trend analysis reports, monitoring HSE performance through data analysis and reporting, supporting ESTIFA certification, reviewing permits, managing customer HSE complaints, and liaising with local, UAE, and international HSE regulators and industry groups. The role also supports training needs identification and delivery, facility and equipment inspections, and continuous improvement of HSE systems and compliance practices.

Key responsibilities
- Implement and communicate the DHCM HSE Management System, Emergency Response Plan, and Crisis Management Plan with Zone Heads, managers, and Safety Officers
- Ensure contractor and service provider activities comply with approved Contractor HSE Plans and contractual HSE requirements
- Chair and lead regular safety meetings with operations teams and Safety Officers
- Review Fire and Life Safety drawings to ensure compliance with applicable code requirements
- Conduct fire risk assessments, site inspections, and compliance audits against the UAE Fire and Life Safety Code
- Perform regular site visits, evaluate risks, and submit weekly inspection reports with recommended mitigation measures
- Develop and execute risk-based inspection plans for fire and life safety compliance
- Attend incidents and emergencies, ensure investigations are conducted, and prepare incident and trend analysis reports
- Monitor HSE performance by collecting data and preparing weekly and monthly statistical reports
- Support business units in obtaining ESTIFA certification and ensure buildings meet legal fire safety requirements
- Review and approve general permits and safety permits
- Identify HSE training needs and arrange or deliver required training programs
- Liaise with Dubai, UAE, and international HSE regulators and industry groups
- Manage HSE-related customer complaints and document corrective actions
- Ensure events are conducted in compliance with fire safety and HSE requirements
Experience & skills
- Hold a Bachelor’s degree in Engineering or an HSE-related field
- Hold Lead Auditor qualification for ISO 45001
- Hold NEBOSH IGC Level 3 or ASP certification
- Demonstrate a minimum of eight years’ experience in a similar HSE role
- Demonstrate at least three years’ experience as an Assistant Manager in Health and Safety within community environments
- Apply strong knowledge of UAE Fire and Life Safety Code and international HSE standards including ISO 14001 and ISO 45001
- Demonstrate experience in development, implementation, certification, and maintenance of Integrated Management Systems
- Demonstrate experience using automated HSE management applications
- Demonstrate proficiency in Microsoft Office tools including Word, Excel, and PowerPoint
