Job description
The Senior Specialist, Monitoring & Evaluation will lead the development of a results-based M&E framework for Qatar Foundation. This role involves designing and executing program evaluations, developing tools and processes grounded in effective methodologies, conducting qualitative and quantitative analysis, and ensuring findings are adopted for organizational improvement. The position requires contributing to QF’s impact framework, cascading M&E standards across divisions, and supporting scorecard appraisals and business plan assessments. The role also includes cultivating alliances, producing reports, and driving initiatives that build a performance culture aligned with QF’s mission.

Key responsibilities
- Lead the development of an effective results-based monitoring and evaluation framework and approach for Qatar Foundation.
- Identify, plan and execute program evaluations to advance key strategic thematic areas.
- Develop evaluation tools and processes grounded in sound and effective evaluation methods and methodologies; develop Theories of Change.
- Provide technical advice on program evaluation design including literature reviews, measurement frameworks with indicators, and measurement tools.
- Conduct analysis of evaluation findings and develop reports/case studies for dissemination and knowledge sharing.
- Lead on developing the QF evaluation & learning framework including program evaluation, case studies and thematic reviews.
- Produce reports on evaluation findings and prepare presentations, briefs and grey papers in consultation with the Impact and Advisory Unit.
- Lead the development of the QF Impact framework by establishing benchmarks for key performance metrics.
- Ensure cascading QF organizational level M&E practices and standards to all QF entities.
- Provide guidance on enhancing QF’s organizational performance management framework.
- Contribute to appraisal and assessment of scorecards of QF Divisions and Centers.
- Support regular performance reporting cycles by formulating and visualizing insights for senior leadership decision making.
- Cultivate strategic M&E relationships and alliances with QF entities and represent SPD M&E scope in professional circles.
- Recommend initiatives that help build an enhanced performance culture across QF.
- Perform other relevant tasks as assigned by the supervisor.
Experience & skills
- Bachelor’s degree in a relevant field.
- 6–8 years of relevant full-time work experience, 2 years at a supervisory level.
- Extensive experience in Monitoring and Evaluation including organizational frameworks, KPIs, scorecards, and performance reporting.
- Strong grasp of Evaluation frameworks (especially Theory of Change).
- Experience with nonprofit organizations working in a development context.
- Outstanding analytical skills and ability to model and prepare conceptual frameworks.
- Experience in research including contribution analysis and cost benefit analysis.
- Broad exposure across industries including private sector and development organizations.
- Superior English speaking and writing skills.
- Proficiency in MS Office applications.
- Proficiency in data analysis software including SPSS, Power BI, or Tableau.
