The Department Manager – Engineering Interface Manager at Hill International is responsible for overseeing all design and engineering interfaces associated with large-scale water and wastewater projects in Riyadh, Saudi Arabia. Hill International provides program management, project management, and construction management services across global infrastructure developments, including services such as cost engineering and estimating, quality assurance, inspection, scheduling, risk management, and claims avoidance. Within this context, the Engineering Interface Manager ensures alignment of engineering scope, design schedules, and deliverables across multidisciplinary engineering teams and design consultants. The role involves supervising the coordination between technical design teams and project delivery schedules to ensure alignment with the master schedule of project execution. The manager monitors the performance of Design Consultant(s) and sub-consultants to verify the correctness, completeness, and compliance of engineering designs with the scope of work requirements. Responsibilities include controlling and managing Senior Discipline Engineers within the Project Management Team regarding design aspects, evaluating and endorsing variation orders and concession requests submitted by design consultants for client approval, and participating in coordination meetings with consultants, sub-consultants, and client representatives. The role also involves reviewing project design strategies and providing technical recommendations to the client while ensuring the timely submission of engineering documentation from Design Consultant(s) to relevant government departments for regulatory approvals and permits required for project execution and completion. The position ensures the delivery of tender documents according to the tendering plan and provides project input data to technical design consultants to facilitate accurate design development. Additionally, the Engineering Interface Manager is responsible for continuously updating the technical department regarding future project requirements and leading the development or rectification of departmental operating structures including organizational charts, defined roles and responsibilities, and deployment of tools or software aligned with international best practices. The position also requires ensuring compliance with Hill International’s internal policies related to quality, environmental standards, safety, and occupational health, as well as adherence to manuals and procedures governing project delivery. The manager performs additional duties as assigned by line managers or supervisors while maintaining oversight of engineering interface management and technical coordination across major water and wastewater infrastructure initiatives.

Key responsibilities
- Oversee all engineering and design interfaces across multidisciplinary teams to ensure alignment of project scope, schedules, and deliverables for water and wastewater projects.
- Coordinate with technical design teams to align engineering design delivery schedules with the master project delivery schedule and overall project management plan.
- Monitor and evaluate the performance of Design Consultant(s) and their sub-consultants to ensure design correctness, completeness, and compliance with scope of work requirements.
- Control and manage Senior Discipline Engineers within the Project Management Team regarding design coordination, engineering review processes, and interface management activities.
- Evaluate and endorse variation orders and concession requests submitted by Design Consultant(s) and present them for client approval.
- Attend coordination meetings with Design Consultant(s), sub-consultants, and client representatives to review engineering progress, resolve interface issues, and maintain alignment with project objectives.
- Review project design strategies and provide technical recommendations and advisory input to the client to support engineering decision-making.
- Assist and monitor the timely submission of engineering documents from Design Consultant(s) to government departments and regulatory authorities until final permits required for project execution are obtained.
- Ensure the delivery of tender documents in accordance with the approved tendering plan and project procurement timelines.
- Provide necessary project input data and technical guidance to design consultants to support engineering development and design execution.
- Update the technical department on future project requirements, engineering deliverables, and resource planning needs.
- Develop and rectify departmental operating structures including organizational charts, defined roles and responsibilities, and the deployment of engineering management software and tools based on international best practices.
- Ensure compliance with Hill International policies related to quality assurance, environmental standards, safety procedures, and occupational health requirements.
- Perform additional engineering management and coordination duties as assigned by line managers or supervisors.
Experience & skills
- Hold a Bachelor or Master of Engineering degree from an accredited university in an engineering discipline relevant to infrastructure, water, or wastewater projects.
- Possess a minimum of 20 years of professional experience in water and wastewater projects covering engineering design, engineering works coordination, and construction project management.
- Demonstrate knowledge of water and wastewater master planning and engineering design frameworks associated with large-scale infrastructure development.
- Exhibit strong project management capabilities including design coordination, engineering interface management, and multidisciplinary team supervision.
- Show experience working with or managing engineering consultants and design consultant teams involved in major construction and infrastructure projects.
- Demonstrate strong verbal and written communication skills required for coordination with consultants, project teams, and client stakeholders.
