Job description
The Senior Engineer - Utilities, Roads & Stakeholder Management at Mott MacDonald, based in Dubai, UAE, is responsible for overseeing site supervision for major infrastructure programs. The role encompasses technical oversight of utilities and road infrastructure works, construction supervision, and stakeholder coordination. Responsibilities include reviewing and providing feedback on shop drawings, as-builts, method statements, material submittals, and inspection requests, conducting technical verification of works to ensure alignment with approved engineering documents, providing solutions to challenges related to utility diversions and road alignments, and ensuring compliance with design, quality, safety, and regulatory requirements. The engineer coordinates with design offices, contractors, authorities, and utility agencies to facilitate approvals, permits, and NOCs, maintains accurate project documentation and reporting, manages a site inspector, and ensures smooth communication across project teams. The role requires expertise in engineering standards for utilities, roads, and civil infrastructure, stakeholder engagement, approvals processes, construction documentation review, and strong problem-solving, communication, and organizational skills in large-scale infrastructure projects.

Key responsibilities
- Oversee day-to-day site supervision of utilities and road infrastructure works
- Review and provide feedback on shop drawings, as-builts, method statements, material submittals, inspection requests, and work procedures
- Monitor construction progress for compliance with design, quality, and safety requirements and manage non-compliance closures
- Conduct technical verification of works to ensure alignment with approved engineering documents
- Provide solutions to technical challenges related to utility diversions, road alignments, and interface works
- Respond to RFI submissions and coordinate clarifications with the design office
- Maintain accurate project documentation, logs, and administrative records
- Support reporting and mitigation of safety, environmental, or quality concerns
- Coordinate with authorities, utility agencies, and government bodies to obtain permits, NOCs, and approvals
- Prepare and deliver stakeholder communication materials, presentations, and status reports
- Liaise with design teams, contractors, consultants, and client representatives to ensure smooth information flow
- Manage one site inspector, delegating workload and priorities with the main contractor
- Promote collaborative, ethical, and safety-focused practices across workstreams
Experience & skills
- Bachelor’s Degree in Civil Engineering or related engineering discipline
- Strong background in utilities and road infrastructure works
- Experience on major infrastructure projects such as metro, rail, steel plants, or other mega projects
- Experience with Roads and Transport Authority (RTA) regulations is an advantage
- Proven capability in stakeholder and authority coordination within large infrastructure environments
- Ability to lead and provide guidance in complex or challenging technical and coordination situations
- Proficient understanding of engineering standards for utilities, roads, and civil infrastructure works
- Strong knowledge of approvals processes for roads and utilities in large-scale projects
- Ability to interpret and review designs, specifications, and construction documentation
- Proficiency in MS Office applications (Word, Excel, PowerPoint)
