Job description
The Senior Manager of Public Policy & Government Affairs at Careem is responsible for leading regulatory strategy and government relations across high-growth verticals such as Pay, Food, and Quik. Based in Dubai, this role acts as a key bridge between Careem and government stakeholders across the Middle East, ensuring alignment between business objectives and evolving regulatory frameworks. The position requires strategic oversight of policy advocacy, stakeholder engagement, and regulatory risk management while supporting Careem’s expansion in multiple jurisdictions. The role involves developing data-driven policy positions, engaging with senior government officials, and ensuring the company’s interests are effectively represented in public policy discussions.

Key responsibilities
- Develop and execute government relations and public policy strategies across multiple business verticals
- Engage with senior government officials and regulatory bodies to influence policy outcomes
- Represent the company in meetings with ministries, regulators, and public sector stakeholders
- Identify and manage regulatory risks and opportunities across markets
- Build and maintain strategic partnerships with government and non-government stakeholders
- Translate business objectives into actionable policy positions
- Monitor regulatory and industry trends across the region
- Develop internal policy communications, white papers, and case studies
- Support cross-functional alignment on policy priorities
- Advocate for favorable regulatory frameworks for digital services
- Coordinate stakeholder engagement strategies across geographies
- Ensure compliance with regulatory developments impacting business operations
Experience & skills
- 8–10 years of experience in public policy, government affairs, or regulatory roles
- Experience working in the Middle East, particularly UAE and Saudi Arabia
- Fluency in Arabic and English
- Strong stakeholder management and government relations experience
- Experience in policy advocacy and regulatory strategy development
- Strong analytical and economic reasoning skills
- Experience working in private sector, consulting, legal firms, or multilateral organizations
- Strong communication and presentation skills
- Ability to engage with senior government officials and executives
