The Area Manager (Construction Project Management & Civil Engineering) role is responsible for strategic project leadership and execution of multiple projects across a construction and civil engineering company portfolio in Dubai, United Arab Emirates. The role requires aligning project execution with the company’s strategic objectives and profitability targets while providing direction to Project Managers, Engineers, and Construction Teams to ensure efficient and successful project delivery. The position involves overseeing full project lifecycle activities including project delivery management, project planning scheduling, and project engineering to ensure projects are completed within approved budgets, timelines, and quality standards. The Area Manager is responsible for monitoring project progress, schedules, milestones, and reviewing weekly and monthly performance reports to ensure adherence to targets. The role also includes extensive commercial and contract management responsibilities such as ensuring contractual compliance with clients, consultants, and subcontractors, monitoring variations, claims management, and change order management, while supporting negotiation processes and dispute resolution to maintain project profitability and cost control. The position serves as the primary senior contact for client and stakeholder management, maintaining relationships with clients, developers, consultants, and authorities, ensuring client satisfaction, and participating in high-level meetings. Resource and team management responsibilities include supervising Project Managers, Engineers, and construction teams, ensuring proper resource allocation of manpower, equipment, and materials, and supporting HR in performance evaluation and team development. The role enforces strict health, safety, and environmental (HSE compliance) standards, promotes a safety-first culture, monitors incident reports, and ensures corrective actions are implemented in accordance with regulatory requirements. Additionally, the Area Manager oversees quality assurance and quality control processes, ensuring compliance with project specifications, drawings, and standards, and managing project closeout procedures and handover processes. The role requires strong coordination with internal departments including Commercial (cost control & claims), Procurement (materials and subcontractors), Technical/Engineering (design and approvals), and Finance (cash flow management and payment certificates). Risk management is a critical component, requiring identification of project risks, delays, and disputes, implementation of mitigation strategies, and escalation of critical issues to executive management. The role also includes regular reporting to the Operations Manager on project progress, financial performance, risks, delays, and resource planning, ensuring transparency and alignment with organizational goals.

- Provide direction and supervision to Project Managers, Engineers, and Construction Teams to ensure efficient project delivery and adherence to project management standards
- Ensure projects are delivered within approved budgets, timelines, and quality standards by monitoring schedules, milestones, and overall project performance
- Review weekly and monthly project performance reports and take corrective actions to address deviations in cost, schedule, and quality
- Oversee contract management processes including contractual compliance with clients, consultants, and subcontractors while managing variations, claims, and change orders
- Support commercial activities including cost control, profitability analysis, negotiation processes, and dispute resolution with stakeholders
- Act as the primary senior contact for clients, developers, consultants, and authorities while ensuring client satisfaction and long-term relationship management
- Manage resource allocation including manpower, equipment, and materials while supervising construction teams and supporting HR in performance evaluation
- Ensure compliance with HSE policies and regulatory requirements while promoting a safety-first culture and monitoring incident reports and corrective actions
- Oversee quality assurance and quality control procedures ensuring compliance with project specifications, drawings, and standards including proper project handover and closeout
- Coordinate with Commercial, Procurement, Technical/Engineering, and Finance departments for cost control, procurement, design approvals, cash flow management, and payment certification
- Identify project risks, delays, and disputes while implementing mitigation strategies and escalating critical issues to executive management when required
- Provide regular reporting to the Operations Manager on project progress, financial performance, risks, delays, and resource planning
Experience & skills
- Demonstrate 15 to 20 years of experience in construction management, project management, project engineering, and project delivery management within the construction or civil engineering industry
- Hold a Bachelor of Technology/Engineering in Civil Engineering or Bachelor of Architecture in Architecture
- Exhibit strong expertise in contract management including contractual compliance, claims management, variation handling, and change order management
- Demonstrate advanced knowledge of project planning scheduling, budget management, cost control, and profitability tracking across multiple projects
- Apply comprehensive understanding of HSE compliance, regulatory requirements, and implementation of safety standards across construction sites
- Show proficiency in quality assurance and quality control processes including compliance with specifications, drawings, and project standards
- Demonstrate ability to manage large-scale resource allocation including manpower, equipment, and materials across multiple concurrent projects
- Exhibit strong experience in risk management including identification of risks, delays, disputes, and implementation of mitigation strategies
- Demonstrate experience in coordinating with commercial, procurement, technical/engineering, and finance departments for integrated project execution
- Show capability in stakeholder management including clients, developers, consultants, subcontractors, and authorities with focus on relationship management and negotiation
- Demonstrate ability to monitor project performance through reporting, schedule tracking, and financial performance analysis
- Exhibit experience in project closeout procedures, handover processes, and ensuring completion in line with contractual and quality requirements
