Job description
Responsible for managing all aspects of dry utilities across Red Sea Utility Company projects, with a specific emphasis on the design, delivery, and commissioning of generation, transmission, and distribution systems, including renewable energy and district cooling infrastructure. The role entails leadership in technical planning, compliance, contractor management, budget control, and strategic input in line with the overarching business goals of Red Sea Global. The Director will also oversee technical advisors, consultants, and contractors and ensure safe, efficient, and on-time project delivery.

Key responsibilities
- Contribute to and implement strategic roadmaps for dry utilities within the TRSUC Technical Services function.
- Oversee delivery of generation, transmission, distribution, and district cooling systems within infrastructure projects.
- Manage design, construction, and commissioning phases while ensuring quality and regulatory compliance.
- Develop tender documents and oversee selection and management of consultants, contractors, and PPP partners.
- Lead the technical evaluation and cost planning for dry utility systems including power and cooling networks.
- Oversee 3rd-party testing and performance validation prior to system handover and certification.
- Coordinate permitting processes and ensure all approvals are secured prior to project commencement.
- Review technical studies, drawings, manuals, and project documentation to ensure alignment with contract terms.
- Support risk management strategies and cost control efforts within technical operations.
- Develop budgets and monitor financial performance against project objectives.
- Manage and mentor the technical services team and support ongoing development and performance tracking.
- Ensure adherence to safety, quality, and environmental standards across dry utility operations.
- Promote innovation and continuous improvement in design and delivery of utility systems.
Experience & skills
- Bachelorās or Masterās degree in electrical, mechanical, civil, chemical, industrial engineering, or related field.
- 15ā20 years of relevant experience, with at least 5 years in a managerial capacity.
- Experience managing large-scale sustainable infrastructure projects, preferably in KSA or GCC.
- In-depth understanding of dry utilities infrastructure including smart and renewable systems.
- Familiarity with BOOT/PPP delivery models and engineering consultancy coordination.
- Experience in project risk management, regulatory permitting, and performance testing.
- Expertise in planning, scheduling, and cost control in major infrastructure programs.
- Proven leadership capabilities in high-impact, multi-stakeholder environments.
